March 26, 2013 <br />2. Pat Simons, 801 Mimosa Road, spoke in opposition to this item. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to schedule a public hearing <br />at our meeting on Tuesday, April 23, 2013, on the proposal that was received to issue <br />up to $175,000,000 in pension obligation bonds. The purpose of the bonds is to finance <br />contributions to the City's underfunded Supplemental Retirement System and the Fire <br />and Police Retirement System, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- New Business - <br />13 - 143 -Boards and Commissions <br />There were no appointments. <br />13 - 144 -Items Submitted by Council Members <br />- Mayor Wright yielded the floor to the City Manager. <br />• City Manager Rowe asked that Human Resources Director Toni Smaw-Bembry <br />provide City Council with news with regards to the Urban League. <br />• Human Resources Director Smaw-Bembry informed City Council and citizens of the <br />Project Gear Up Program. <br />- Mr. Moody informed City Council and citizens of Artisan Bakery's recognition in the <br />Daily Break for their 2nd place finish in the Regional Taste Contest for their hot cross <br />buns. He also highlighted the nTelos schedule of upcoming concerts. <br />- Mayor Wright provided updates on the following: <br />- Lefcoe Leadership Class recognition of Mrs. Marilyn Wiggins, President of <br />Charles Pete Little League. <br />- STEM Day at Woodrow Wilson High School. <br />- Relay for Life, June 22-23, 2013. <br />- Ms. Psimas gave update on Mount Calvary Fishers Hill Cemetery. <br />- Mr. Moody asked that City Manager Rowe inform citizens of new appointments. <br />• City Manager Rowe informed citizens of the following appointments: <br />- Margaret Thorne, Director of Parks, Recreation and Leisure Services <br />- Youssef Khalil, Director of Public Works <br />- Dennis Bagley, Director General Services <br />- Rosalyn Oglesby, Manager of Management Services <br />- Mayor Wright gave an update on the Virginia Port Authority. <br />13 - 145 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the March 12, 2013 City Council Meeting. <br />13 - 146 -Non-Agenda Speakers <br />1. C. J. Wright, 344 Worthington Square, spoke in opposition to the proposed dog park. <br />2. Valda Jacques, 317 Worthington Square, spoke in opposition to the proposed dog <br />park. <br />3. Ronald Green, 5540 Barn Hollow Road, Norfolk, asked for a resolution declaring the <br />at-large election of Mayor in Norfolk unconstitutional. <br />
