380 <br />March 26, 2013 <br />4. Roy Perry-Bay, P. O. Box 9901, Norfolk, asked for a resolution declaring the <br />at-large election of Mayor in Norfolk unconstitutional. <br />5. John Palmer, 303 Constitution Avenue, asked that City Council change the code <br />allowing for pygmy goats. <br />6. Kintrell Devin, 515 Water Lilly Road, wanted to thank staff and City Council for their <br />continued help in supporting the youth in the community. <br />7. Pat Pfiffer, 100 Culpepper Road, voiced her support in changing the City Code to <br />allow for pygmy goats. <br />8. Walter Carter, 1481 Watts Avenue, voiced his concern with flooding in his <br />neighborhood. <br />9. Steve Carroll, 3112 Riveredge Drive, voiced his concern with the negative effects a <br />casino would have on the City.
