February 26, 2013 <br />Discussion: <br />• If this project is not completed, the City will be obligated to repay the $127,899.66 <br />in NSP funds. <br />• There is already a qualified buyer ready and willing to purchase this property. <br />Rehabilitation and property transfer can be completed quickly and allow the City to <br />closeout this project without having to repay these NSP funds. <br />• Unlike the HOME program issues with which we have previously been involved, <br />there is not an alternative repayment option available. <br />• Funds will only be spent to reimburse Habitat for Humanity for payments <br />necessary in order to get clear title to the property and for no other purpose. The <br />current known judgments and tax liens total approximately $42,000. The additional <br />appropriation is for contingency purposes such as any accrued interest on the liens that <br />must be satisfied. Funds will not be spent if not needed. <br />• No monies are being paid to CCDI. <br />Financial Impact <br />• The total cost of this action will not exceed $60,000. <br />• Adoption of the ordinance will prevent the City from repaying $127,899.66 in <br />federal funds. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Funds will be disbursed to Habitat for Humanity and the project completed. All <br />required closeout documents will be completed. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $127,900 IN THE FY 2012-13 GENERAL FUND <br />FORA CONTRIBUTION TO HABITAT FOR HUMANITY VIRGINIA, INC., TO <br />ENABLE THE ACQUISITION OF 2520 LANSING AVENUE BY THAT <br />ORGANIZATION." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- New Business - <br />13 - 91 -Boards and Commissions <br />There were no appointments. <br />13 - 92 -Items Submitted by Council Members <br />- Mayor Wright provided updates on the following: <br />- Ms. Campbell, Portsmouth Christian Academy, and her 3rd grade class visit to the <br />Mayor's Office. <br />- Gwendolyn Watkins, Principal, Parkview Elementary, and the Celebrity Reader <br />Day. <br />- Voiced disappointment with an article in the Virginian Pilot. <br />- Vice Mayor Cherry informed citizens that City Council would be formally voting on <br />the Diversity Study at the March 12, 2013 meeting. <br />13 - 93 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the February 12, 2013 City Council Meeting. <br />
