February 26, 2013 <br />Background: <br />• The Department of Criminal Justice Services has made available $17,154 in <br />federal funds to support the above-mentioned program locally. <br />• The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for juvenile offenders under the court's <br />supervision in Portsmouth. <br />• The program places youth on intensive supervision with the aid of electronic <br />monitoring for a period of 30 days. <br />• The program has been funded for 14 years. <br />Discussion: <br />• The loss of the Violation Intervention Program, which is funding by this grant, will <br />leave Probation Officers and juveniles, determined by the court to be at-risk, with fewer <br />opportunities for graduated sanctions, accountability and surveillance. <br />• Loss of this program is likely to increase the recidivism rate for juvenile offenders. <br />Financial Impact: <br />• There is a $1,715 local match required that is being provided from the FY13 <br />budgeted Juvenile Court Service Outreach funds. <br />• The additional funds will help to increase the level of services being delivered <br />with minimal financial impact. <br />Recommended Action: <br />• Adoption of an ordinance to approve the appropriation of $17,154 in Juvenile <br />Accountability Block Grant funds to be used for the Violation Intervention Program. <br />Vision principle: Neighborhoods and a Sense of Community. <br />Next Steps Following Council Action: <br />• The Project Director will ensure the funds are utilized in an appropriate manner <br />and services are rendered to youth as stated. <br />• This document, with the attached sign-offs, will be forwarded to DCJS to release <br />funding and initiate services. <br />Motion by Ms. Randall, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO ACCEPT $17,154 IN JUVENILE ACCOUNTABILITY BLOCK <br />GRANT FUNDS FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND TO APPROPRIATE SAID SUM IN THE FY 2012-13 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH JUVENILE COURT SERVICES UNIT TO <br />SUPPORT THE VIOLATION INTERVENTION PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 90 -Adoption of an ordinance to appropriate $127,900 in the FY 2012-13 <br />General Fund for a contribution to Habitat for Humanity Virginia, Inc., to enable <br />the acquisition of 2520 Lansing Avenue by that organization. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Background: <br />• 2520 Lansing Avenue is currently owned by the Center for Community <br />Development, Inc. (CCDI) and is being renovated as part of the Neighborhood <br />Stabilization Program (NSP). <br />• $127,899.66 in federal NSP dollars has been spent on acquisition and <br />rehabilitation of this property. <br />• CCDI has ceased operations and cannot complete the rehabilitation. <br />• Habitat for Humanity is ready and willing to complete the necessary work and sell <br />this property to an identified buyer. <br />• There are several judgments and tax liens that prevent clear title from <br />transferring to Habitat and then to the final buyer. These must be paid off in order for <br />Habitat to acquire the property. <br />
