<br /> Mr. Spacek also recommends the rate Portsmouth charges
<br />served directly in Chesapeake be adjusted. Traditionally, these
<br />austomers are charged a water rate equal, to that charged by the
<br />~f Chesapeake. Chesapeake's rate is currently $2.23/1000 gallons
<br /> will rise to $2.65 on July 1, 1987.

<br /> I concur with the Utility Director's recommendations. In
<br />anuary 1~87, I advised Chesapeake's City Manager in writing of the
<br /> ssibility of this increase and reiterated our desire to conclude
<br /> new water sales contract. A copy of this letter is attached."

<br /> 87-256 Letter £rom the City Manager recommending adoption of
<br />an ordinance to amend the City Code by amending Sections 23-278,
<br />23-280, 23-281, 23-283, 23-285, 23-288, 23-292, 23-293, 23-294, and
<br />23-295, by repealing Section 23-279, and by enacting Sections
<br />23-2~6, 23-297, and 23-298 of Chapter 23 and dividing such Sections
<br />i~to Division 5 pertaining to metered off-street parking and Divi-
<br />sion 6 pertaining to unmetered off-street parking.

<br /> "Within the past year, the City has added three new parking
<br />lots which are administered by the Portsmouth Parking Authority.
<br />The three parking lots in question are:
<br />
<br />o Portcentre Lot located behind City Hall
<br />o South Street Lot located behind City Hall
<br /> and Wythe Streets
<br />o Civic Center Garage located below General
<br /> District Court
<br />
<br />In addition, two lets have been closed as a result of construc-
<br />along the watefront. As such, the City Code is in need of re-
<br />vision and the City Attorney, working with the Director of Public
<br />Works and the Traffic Engineer have prepared the attached amendment~
<br /> City Attorney ~n his review of the code has also suggested seve~
<br /> modifications to various descriptions, as well as the listing
<br /> the lots in Olde Towne.

<br /> I concur with the recommendations of the City Attorney's Offic~
<br /> recommend the proposed' code amendments for yor approval."
