34:3 <br /> <br />June 9~, 1987 <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, to concur in <br />the recommednation Of the City Manager, UP 87-6 for single-family <br />townhouses on property located at 8903 Campbell Street, was approve~ <br />on first reading, and was adopted by unanimous vote. <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br /> 87-254 ~ Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $100,000 to construct a ballfield at thc <br />Charles Peete Complex and to make additional site improvements. <br /> <br /> "The 1986-87 CIP identified $100,000 to construct a second majc <br />league ballfield at the Charles Peete Complex, as well as to make <br />additional site improvements, i.e., parking lot. The City Engineer. <br />working in conjuction with the Director of Parks and Recreation, <br />prepared bid specifications for the project which were endorsed by <br />the little league. The project was recently bid and while eight <br />firms picked up bid specifications the City received only two 15ro- <br />posals. The bid prices received were approximately $35,000 over th <br />amount budgeted, and as such, staff- reco[nmends that the City serve <br />as the general contractor. The Department of Parks and Recreation <br />served as the general contractor f~r the relocation of the athletic <br />~lfacilities from the old Churchland Academy and successfully accom- :' <br />Ilplished the project. · <br /> <br />~ I, therefore, recommend that the amount of $100,000 be appro- <br />~priated and that City staff solicit prices for the invidual comDone~ <br />//i.e., parking lot, fencing, top soil, clay, grass seed, etc. T~e <br />||Engineering Department did receive separate bid proposals for the <br />lighting and a bid of $24,270 was received from E. G. Middleton. <br />Staff feels this is an e×cellent price for the work proposed and I, <br />therefore, recommend award of the lighting contract to this firm." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, that the <br />following ordinance be approved on first reading, ~o conaur with <br />the City Manager's recommendation that the bids be rejected and <br />that the City process the drawing and plans for the project; award <br />~f contract for lighting to E. G. Middleton, and was adopted by <br />unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR I)~PROVEMENTS TO THE CHARLES PEETE <br />LITTLE LEAGUE RECREATION FACILITY." <br /> <br /> 87-255 Letter from the City Manager recommending adoption of <br />~n ordinance te amend the City Code to increase the bulk s~rp~us <br />water rate to the City of Chesapeake. <br /> <br /> "Portsmouth's iterim rate for the sale of bulk surplus water <br />Chesapeake na~ remained constant a~ $1.70 per 1,000 gallons since <br />its initial negotiation in 1984. T~is $1.70 was one and one-half <br />(1 1/2) times Portsmouth's rate to its own £it~zens in 1984 and had <br />precedence as Portsmouth historicalIy charged Nansemond County a <br />rate equal to 1 1/2 times the "Po~rtsmouth'" rate. At the time of <br />those negotiations, it was understood by both parties that the inte <br />rate could rise each year proportionately to the amount of increas <br />that Portsmouth;s residents paid. <br /> <br /> In the absence of a formal agreement with Chesapeake, Jim Space <br />Portsmouth's Director of Publis Utilities has recommended that the <br />bulk surplus water rate to Chesapeake be adjusted to $1.98 per 1,000 <br />~allons e~c~i-ve July 1, 1987. This ra~e is 1 1/2 times the $1.30 <br />cate currently charged Portsmouth's citizens and is well below the <br />~2.65 rate Chesapeake will be charging its own citizens effective <br />Iuly 1, 1987. <br /> <br /> <br />
