February 12, 2013 <br />Discussion: <br />• The Prevention funds are utilized for both organization (DBHS and the PCY) to <br />work collaboratively with local partners to purchase and deliver two new evidence- <br />based prevention programs to over 1400 students (ages 5-17), provide training for 20 <br />Portsmouth Coalition for Youth and Youth Advisory Board members, provide Prevention <br />Training Specialists with over 100 hours of prevention -related training and the funds <br />needed for their Certified Prevention Training exams and to make an impact on youth <br />through prevention initiatives including an environmental strategy and distribution of <br />prevention-related material. <br />Financial Impact: <br />• There is no financial impact to the city. <br />Recommended Action: <br />• Adoption of a resolution to appropriate $14,660 of the Prevention Coalition <br />Enhancement Funds by the Office of Behavioral Health Services within the DBHDS to <br />the Department of Behavioral Healthcare Services (DBHS) provided to strengthen local <br />prevention planning and programming. Vision Principle: Neighborhoods and a Sense <br />of Community. <br />Next Steps Following Council Action: <br />• If the funds are appropriated, the Director of DBHS will ensure the funds are <br />utilized to provide evidence-based programming for youth, building environmental <br />strategies with local partners and provide training to the Coalition members and DBHS <br />Prevention Training Specialists. <br />Motion by Ms. Randall, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE IN THE FY 2012-13 BEHAVIORAL HEALTHCARE <br />SERVICES FUND THE SUM OF $14,660 ALLOCATED BY THE OFFICE OF <br />BEHAVIORAL HEALTH SERVICES WITHIN THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES FOR USE BY THE <br />PORTSMOUTH DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO <br />STRENGTHEN LOCAL PREVENTION PLANNING AND PROGRAMMING FOR <br />CHILDREN AND YOUTH." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />13 - 63 -Adoption of an ordinance to accept a U.S. Department of Agriculture <br />grant in the amount of $30,550 through the Virginia Department of Health and to <br />appropriate said sum in the FY 2012-13 Grants Fund for use by the Department of <br />Parks, Recreation, and Leisure services for the Child and Adult Care Food <br />Program Kids Meals Program. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• The City of Portsmouth has received a grant through the Virginia Department of <br />Health from United States Department of Agriculture (USDA) for the Child and Adult <br />Care Food Program (CACFP) Kids Meals Program effective October 2012 administered <br />by the Department of Parks, Recreation & Leisure Services. <br />• The program is expanding to accommodate the 6 TO SIX After school Care <br />program at ten (10) locations. <br />• The program provides for the addition of a evening snack at the Recreation <br />Centers and a dinner meal at the 6 TO SIX sites during the school year when children <br />are out of school, and therefore may not otherwise receive a proper nutritious meal. <br />Discussion: <br />• The Child and Adult Care Food Program (CACFP) Kids Meals Program for 2012- <br />2013 school year will include five (5) Recreation Center sites and ten (10) 6 TO SIX <br />After school Care sites. <br />• It is estimated that the program will serve 470 snacks and 470 dinners daily. <br />
