February 12, 2013 <br />At a Regular Meeting of the City Council on Tuesday, February 12, 2013, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Reverend Larry Ugarte~ opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag led by Boy Scout Troop 256. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to approve the minutes of <br />a Called Meeting of January 22, 2013, and of a Regular Meeting of January 22, 2013, <br />and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Public Hearing - <br />13 - 61 -Public hearing on use permit application <br />(a) UP-13-01 CHURCHLAND - G. Eric Doering, P.E. agent, for CVS Pharmacy, <br />requests a use permit to operate a pharmacy or drug-store with <br />drive through facility at 5829, 5821, 5815 High Street., 3125 Tyre <br />Neck Road and 5830 Trucker Street. The Future Land Use Map in <br />the Comprehensive Plan calls for this area to be developed as <br />General Mixed Use. Vision Principle: A Robust Economy for <br />Working Men and Women. <br />1. Eric Doering, 501 Independence Parkway, Chesapeake, spoke in support of this <br />item. <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-13-01 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />13 - 62 -Adoption of an ordinance to appropriate in the FY 2012-13 Behavioral <br />Healthcare Services Fund the sum of $14,660 allocated by the Office of <br />Behavioral Health Services within the Virginia Department of Behavioral Health <br />and Developmental Services for use by the Portsmouth Department of Behavioral <br />Healthcare Services to strengthen local prevention planning and programming for <br />children and youth. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• DBHDS provides funds on an annual basis to all Community Service Boards <br />including DBHS to serve children and youth through evidence -based prevention <br />programs and local coalition support. <br />
