November 27, 2012 <br />Financial Impact: <br />• Adoption of this resolution and ordinance will save the Public Utility Fund <br />$5,000.00. The remaining engineering costs to be paid meet the matching funds <br />requirement of the grant program. These matching funds are already appropriated in <br />the FY2013 CIP. No additional funds are required. <br />Recommended Action: <br />• Adoption of proposed resolution. Vision Principle: A Robust Economy for <br />Working Men and Women. <br />Next Steps following City Council Action: <br />• Resolution will be forwarded to DCR and VRA to meet grant requirements. <br />• Staff will make appropriate entries in the financial system to appropriate these <br />funds. <br />• Reimbursement request will be made to VRA to receive funds once engineering <br />and design is completed. <br />12-472(A) <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION REQUESTING GRANT ASSISTANCE FROM THE VIRGINIA DAM <br />SAFETY, FLOOD PREVENTION AND PROTECTION ASSISTANCE FUND FOR <br />ENGINEERING COSTS RELATED TO THE CITY'S LAKE KILBY SLUDGE LAGOON <br />IN THE CITY OF SUFFOLK. <br />WHEREAS, the City of Portsmouth through its Department of Public Utilities <br />owns and operates a sludge lagoon as part of the Lake Kilby Water Treatment Facility <br />in the City of Suffolk; and <br />WHEREAS, current dam safety regulations require the preparation of a dam <br />break analysis and flood zone inundation map for the lagoon; and <br />WHEREAS, the Virginia Department of Conservation and Recreation and the <br />Virginia Resources Authority administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund which provides grants to defray engineering and design <br />costs for improvements needed to meet current dam safety regulations; and <br />WHEREAS, the City has been allocated a grant from this Fund in the amount of <br />$5,000 to defray the estimated engineering and design costs of $10,000; and <br />WHEREAS, the Grant Manual requires that City Council adopt a resolution <br />requesting assistance before any grant monies can be awarded and released; and <br />WHEREAS, the balance of the costs have been appropriated in the FY 2012-13 <br />Public Utilities Capital Improvements Fund. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests assistance in the amount of $5,000 to defray the costs of <br />a dam break analysis and flood zone inundation map for the City's Sludge Lagoon in <br />Suffolk, as required in the Grant Manual for the Virginia Dam Safety, Flood Prevention <br />and Protection Assistance Fund, and authorizes the City Manager and/or the Director of <br />Public Utilities submit a grant application for monies available from said Fund and to <br />take such additional actions as may be required to secure said funds.." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
