November 27, 2012 <br />12-472(8) <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $5,000 IN THE FY 2012-13 GRANTS FUND FROM <br />GRANT FUNDS RECEIVED FROM THE VIRGINIA DAM SAFETY, FLOOD <br />PREVENTION AND PROTECTION ASSISTANCE FUND FOR ENGINEERING COSTS <br />RELATED TO THE LAKE KILBY SLUDGE LAGOON." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 473 -Adoption of resolutions adopting the 2013 State and Federal Legislative <br />Packages. Vision Principles: Change and New Directions, A Robust Economy <br />for Working Men and Women, Leading Maritime Center, Lifelong Learning <br />Community, Neighborhoods and Sense of Community, Quality of Life, Efficient <br />Responsive Government, A Proud Military Community, and Pride of Past. <br />Background: <br />• Every Portsmouth City Department was provided an opportunity to identify issues <br />for inclusion in the 2013 State and or the 2013 Federal Legislative Packages. <br />• Each Portsmouth City Council member was also provided an opportunity to <br />identify issues for inclusion in the abovementioned Legislative Packages. <br />• All submissions that were received prior to October 23, 2012 were included in the <br />PowerPoint presentation given to City Council at that evening's Public Work Session. <br />• Due to Hurricane Sandy, the Council/Delegation meeting to discuss the 2013 <br />draft State Legislative Package had to be canceled. Consequently, the 2013 draft State <br />Legislative Package was sent electronically to the City of Portsmouth's General <br />Assembly Delegation and the City Council members for review and comment. <br />• To date, staff has not received any further commentary expressing concerns <br />from City Council or the Portsmouth General Assembly Delegation on the <br />aforementioned package. <br />• Therefore, the Portsmouth City Council is set to adopt both Legislative Packages <br />by resolutions on Tuesday, November 27, 2012 at the regular City Council meeting. <br />Discussion: <br />• The items included in the draft Legislative Packages were thoroughly vetted with <br />the City Manager. <br />• The items included in the draft Legislative Packages were presented to City <br />Council members for vetting. <br />• To date, no items in the draft Legislative Packages have been removed or <br />revised. <br />• Upon adoption of the resolutions of the aforementioned Legislative Packages, <br />staff will begin securing Patrons for the legislative initiatives outlined in the Packages. <br />• The items for the 2013 Federal Legislative Package will be forwarded to the <br />City's federal contract lobbyist, Steven Palmer, of the Van Scoyoc Associates, Inc. <br />Company for review and further action. <br />• The 2013 Federal Legislative Package will be shared with the City of <br />Portsmouth's Federal Delegation members during the annual visit to their offices which <br />will take place on or about March 2013. <br />Staff Recommendation: <br />• Approval and adoption of both Legislative Packages.
