November 27, 2012 12-472(8) Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $5,000 IN THE FY 2012-13 GRANTS FUND FROM GRANT FUNDS RECEIVED FROM THE VIRGINIA DAM SAFETY, FLOOD PREVENTION AND PROTECTION ASSISTANCE FUND FOR ENGINEERING COSTS RELATED TO THE LAKE KILBY SLUDGE LAGOON." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 473 -Adoption of resolutions adopting the 2013 State and Federal Legislative Packages. Vision Principles: Change and New Directions, A Robust Economy for Working Men and Women, Leading Maritime Center, Lifelong Learning Community, Neighborhoods and Sense of Community, Quality of Life, Efficient Responsive Government, A Proud Military Community, and Pride of Past. Background: • Every Portsmouth City Department was provided an opportunity to identify issues for inclusion in the 2013 State and or the 2013 Federal Legislative Packages. • Each Portsmouth City Council member was also provided an opportunity to identify issues for inclusion in the abovementioned Legislative Packages. • All submissions that were received prior to October 23, 2012 were included in the PowerPoint presentation given to City Council at that evening's Public Work Session. • Due to Hurricane Sandy, the Council/Delegation meeting to discuss the 2013 draft State Legislative Package had to be canceled. Consequently, the 2013 draft State Legislative Package was sent electronically to the City of Portsmouth's General Assembly Delegation and the City Council members for review and comment. • To date, staff has not received any further commentary expressing concerns from City Council or the Portsmouth General Assembly Delegation on the aforementioned package. • Therefore, the Portsmouth City Council is set to adopt both Legislative Packages by resolutions on Tuesday, November 27, 2012 at the regular City Council meeting. Discussion: • The items included in the draft Legislative Packages were thoroughly vetted with the City Manager. • The items included in the draft Legislative Packages were presented to City Council members for vetting. • To date, no items in the draft Legislative Packages have been removed or revised. • Upon adoption of the resolutions of the aforementioned Legislative Packages, staff will begin securing Patrons for the legislative initiatives outlined in the Packages. • The items for the 2013 Federal Legislative Package will be forwarded to the City's federal contract lobbyist, Steven Palmer, of the Van Scoyoc Associates, Inc. Company for review and further action. • The 2013 Federal Legislative Package will be shared with the City of Portsmouth's Federal Delegation members during the annual visit to their offices which will take place on or about March 2013. Staff Recommendation: • Approval and adoption of both Legislative Packages.
