November 27, 2012 <br />WHEREAS, the Grant Manual requires that City Council adopt a resolution <br />requesting assistance before any grant monies can be awarded and released; and <br />WHEREAS, the balance of the costs have been appropriated in the FY 2012-13 <br />Public Utilities Capital Improvements Fund. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests assistance in the amount of $5,200 to defray the costs of <br />a dam break study of the City's Lake Kilby Dam, as required in the Grant Manual for the <br />Virginia Dam Safety, Flood Prevention and Protection Assistance Fund, and authorizes <br />the City Manager and/or the Director of Public Utilities to submit a grant application for <br />monies available from said Fund and to take such additional actions as may be required <br />to secure said funds." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12-471(8) <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $5,200 IN THE FY 2012-13 GRANTS FUND FROM <br />GRANT FUNDS RECEIVED FROM THE VIRGINIA DAM SAFETY, FLOOD <br />PREVENTION AND PROTECTION ASSISTANCE FUND FOR A DAM BREAK <br />STUDY OF THE CITY'S LAKE KILBY DAM." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 472 -Adoption of (a) a resolution requesting grant assistance from the <br />Virginia Dam Safety, Flood Prevention and Protection Assistance Fund, and (b) an <br />ordinance to appropriate $5,000.00 in the FY2013 Grants Fund from grant funds <br />received from the Virginia Dam Safety, Flood Prevention and Protection <br />Assistance Fund for the Lake Kilby Water Treatment Plant Sludge Lagoon. Vision <br />Principle: A Robust Economy for Working Men and Women. <br />Background: <br />• The City through its Department of Public Utilities owns a residuals lagoon that <br />receives backwash water from the Lake Kilby Water Treatment Facility. This lagoon is <br />an integral part of the water treatment process and is regulated with a DEQ VPDES <br />Permit. <br />• Dam Safety regulations have changed that require certain improvements be <br />made to the earthen dam at the lagoon to help prevent possible erosion or dam failure. <br />• The Virginia Department of Conservation and Recreation (DCR) and the Virginia <br />Resources Authority (VRA) administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund. Grants are available through this fund to pay for <br />engineering and design costs of improvements needed to meet current dam safety <br />regulations. <br />• The City has been awarded a grant from this program in the amount of <br />$5,000.00. The Grant Manual requires that a City Council resolution requesting <br />assistance be submitted before any grant monies can be released. <br />Discussion: <br />• The total engineering cost for the preparation of a dam break analysis and <br />inundation flood zone map for the sludge lagoon dam is estimated to be $10,000.00. <br />This grant will help defray a portion of this expense. Public Utilities will pay for the <br />balance of design and engineering services required to construct the necessary <br />improvements. This is an approved project in the FY2013 Capital Improvements <br />Program (CIP). <br />
