November 27, 2012 <br />• The Virginia Department of Conservation and Recreation (DCR) and the Virginia <br />Resources Authority (VRA) administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund. Grants are available through this fund to pay for <br />engineering and design costs of improvements needed to meet current dam safety <br />regulations. <br />• The City has been awarded a grant from this program in the amount of <br />$5,200.00. The Grant Manual requires that a City Council resolution requesting <br />assistance be submitted before any grant monies can be released. <br />Discussion: <br />• The total engineering costs for revised dam break study of the Lake Kilby dam is <br />estimated to be $10,575.00. This grant will help defray a portion of this expense. <br />Public Utilities will pay for the balance of design and engineering services required to <br />construct the necessary improvements. This is an approved project in the FY2013 <br />Capital Improvements Program (CIP). <br />Financial Impact: <br />• Adoption of this resolution and ordinance will save the Public Utility Fund <br />$5,200.00. The remaining engineering costs to be paid meet the matching funds <br />requirement of the grant program. These matching funds are already appropriated in <br />the FY2013 CIP. No additional funds are required. <br />Recommended Action: <br />• Adoption of proposed resolution. Vision Principle: A Robust Economy for <br />Working Men and Women. <br />Next Steps following City Council Action: <br />• Resolution will be forwarded to DCR and VRA to meet grant requirements. <br />• Staff will make appropriate entries in the financial system to appropriate these <br />funds. <br />• Reimbursement request will be made to VRA to receive funds once engineering <br />and design is completed. <br />12-471(A) <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION REQUESTING GRANT ASSISTANCE FROM THE VIRGINIA DAM <br />SAFETY, FLOOD PREVENTION AND PROTECTION ASSISTANCE FUND FOR <br />ENGINEERING COSTS RELATED TO A DAM BREAK STUDY OF THE CITY'S LAKE <br />KILBY DAM. <br />WHEREAS, the City of Portsmouth through its Department of Public Utilities <br />owns and operates three earthen dams, including the Lake Kilby Dam, in the City of <br />Suffolk that provide drinking water to the City; and <br />WHEREAS, dam safety regulations have changed that require certain <br />improvements be made to these three earthen dams to help prevent possible erosion or <br />dam failure; and <br />WHEREAS, the Virginia Department of Conservation and Recreation and the <br />Virginia Resources Authority administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund which provides grants to defray engineering and design <br />costs for improvements needed to meet current dam safety regulations; and <br />WHEREAS, the City has been allocated a grant from this Fund in the amount of <br />$5,200 to defray the engineering costs of a dam break study for the Lake Kilby Dam; <br />and <br />
