November 27, 2012 <br />WHEREAS, the City of Portsmouth through its Department of Public Utilities <br />owns and operates three earthen dams, including the Lake Cahoon Dam, in the City of <br />Suffolk that provide drinking water to the City; and <br />WHEREAS, dam safety regulations have changed that require certain <br />improvements be made to these three earthen dams to help prevent possible erosion or <br />dam failure; and <br />WHEREAS, the Virginia Department of Conservation and Recreation and the <br />Virginia Resources Authority administer the Virginia Dam Safety, Flood Prevention and <br />Protection Assistance Fund which provides grants to defray engineering and design <br />costs for improvements needed to meet current dam safety regulations; and <br />WHEREAS, the City has been allocated a grant from this Fund in the amount of <br />$5,200 to defray the engineering costs of a dam break study for the Lake Cahoon Dam; <br />and <br />WHEREAS, the Grant Manual requires that City Council adopt a resolution <br />requesting assistance before any grant monies can be awarded and released; and <br />WHEREAS, the balance of the costs have been appropriated in the FY 2012-13 <br />Public Utilities Capital Improvements Fund. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby requests assistance in the amount of $5,200 to defray the costs of <br />a dam break study of the City's Lake Cahoon Dam, as required in the Grant Manual for <br />the Virginia Dam Safety, Flood Prevention and Protection Assistance Fund, and <br />authorizes the City Manager and/or the Director of Public Utilities to submit a grant <br />application for monies available from said Fund and to take such additional actions as <br />may be required to secure said funds." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12-470(8) <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $5,200 IN THE FY 2012-13 GRANTS FUND FROM <br />GRANT FUNDS RECEIVED FROM THE VIRGINIA DAM SAFETY, FLOOD <br />PREVENTION AND PROTECTION ASSISTANCE FUND FOR ENGINEERING COSTS <br />RELATED TO A DAM BREAK STUDY FOR THE CITY'S LAKE CAHOON DAM." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 471 -Adoption of (a) a resolution requesting grant assistance from the <br />Virginia Dam Safety, Flood Prevention and Protection Assistance Fund, and (b) an <br />ordinance to appropriate $5,200.00 in the FY2013 Grants Fund from grant funds <br />received from the Virginia Dam Safety, Flood Prevention and Protection <br />Assistance Fund for the Lake Kilby Dam. Vision Principle: A Robust Economy <br />for Working Men and Women. <br />Background: <br />• The City through its Department of Public Utilities owns and operates three <br />earthen dams. These dams are located in the City of Suffolk and form Lakes Cohoon, <br />Kilby and Speights Run. These are three of the four lakes that provide drinking water to <br />the City. <br />• Dam Safety regulations have changed that require certain improvements be <br />made to these three earthen dams to help prevent possible erosion or dam failure. <br />
