November 13, 2012 Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 443 -Adoption of a resolution confirming a declaration of local emergency for Hurricane Sandy. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY FOR HURRICANE SANDY. WHEREAS, the Acting City Manager of the City of Portsmouth, acting in his official capacity of Director of Emergency Management, did on October 27, 2012 declare a Local Emergency in anticipation of the arrival of Hurricane Sandy; and WHEREAS, pursuant to Article XIII of Chapter 2 of the Code of the City of Portsmouth, it is now incumbent on City Council to take official action ratifying said declaration of emergency: NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Portsmouth, Virginia, that said Declaration of Emergency is hereby ratified and approved. The Acting City Manager is further authorized to take all actions reasonable and necessary to complete implementation of all actions taken to respond to said emergency." Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright Nays: None - New Business - 12 - 444 -Boards and Commissions Mr. Cherry offered the following nominations: Southeastern Public Service Authority (Alternate) Cheran Cordell to be appointed to fill a term ending December 31, 2013 Motion by Mr. Cherry, and seconded by Mr. Moody, to close nominations, and the above nominations were adopted by the following vote: Ayes: Cherry, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 445 -Items Submitted by Council Members - Mr. Moody recognized and congratulated Councilman-elect Danny Meeks. 12 - 446 -Report on Pending Items There were no pending items. 12 - 447 -Non-Agenda Speakers 1. Randi Strutton, 4704 Rivershore Road, thanked Mayor Wright for a proclamation recognizing her retirement and requested a meeting to come up with a plan to preserve Hoffler Creek. 2. Pastor Kevin Kelly, 4404 Southampton Arch, voiced his concerns with the dangerous conditions on Cedar Lane and offered suggestions on how to improve the safety for citizens.
