September 11, 2012 <br />Background: <br />• The Emergency Communications Unit (E-911) has received grant funding of <br />$2,000.00 from the Virginia Wireless E-911 Services Board to provide funds for training. <br />Discussion: <br />• The grant will be used to provide funding for educational classes and conference <br />on new generation of E-911 technology that will provide better services to the citizens of <br />Portsmouth. New generation technology is on the horizon and implementation will be <br />mandated by the State of Virginia in next few years. <br />Financial Impact: <br />• The grant award amount is $2,000.00 of Virginia Wireless E-911 Services Board <br />funds for the Emergency Communications Unit. <br />• There is no obligation from the City once the grant has ended. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate the $2,000.00 from the Virginia Wireless <br />E-911 Services Board to provide funds for training for the Emergency Communications <br />Unit. Vision Principle: Change and New Directions and Pride of Past. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />Motion by Mr. Edmonds, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE <br />VIRGINIA WIRELESS E-911 SERVICES BOARD AND APPROPRIATING SAID <br />FUNDS IN THE FY 2012-13 GRANTS FUND FOR POLICE EMERGENCY <br />COMMUNICATIONS UNIT TRAINING." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 366 -Adoption of a resolution authorizing the City Manager to execute an <br />easement to Columbia Gas of Virginia, Inc., through a portion of the Public <br />Utilities Operations Center on Meander Road. Vision Principle: Efficient, <br />Responsive Government. <br />Background: <br />• Columbia Gas of Virginia, Inc. needs to relocate a natural gas main that is in <br />conflict with proposed road improvements at Martin Luther King Boulevard and High <br />Street. They propose to route the line along the southern edge of property owned by <br />the City of Portsmouth on Meander Road that is used as the Operations Center for the <br />Department of Public Utilities. <br />Discussion: <br />• The proposed location does not interfere with the use of the property nor will it <br />affect the operations of the Department of Public Utilities. <br />Financial impact: <br />• No City funds are involved. <br />Recommended Action: <br />• Adoption of the resolution.
