September 11, 2012 Background: • The Emergency Communications Unit (E-911) has received grant funding of $2,000.00 from the Virginia Wireless E-911 Services Board to provide funds for training. Discussion: • The grant will be used to provide funding for educational classes and conference on new generation of E-911 technology that will provide better services to the citizens of Portsmouth. New generation technology is on the horizon and implementation will be mandated by the State of Virginia in next few years. Financial Impact: • The grant award amount is $2,000.00 of Virginia Wireless E-911 Services Board funds for the Emergency Communications Unit. • There is no obligation from the City once the grant has ended. Staff Recommends: • Adoption of an ordinance to appropriate the $2,000.00 from the Virginia Wireless E-911 Services Board to provide funds for training for the Emergency Communications Unit. Vision Principle: Change and New Directions and Pride of Past. Next Steps Following Council Action: • The Chief of Police or his designee will provide grant management and oversight. Motion by Mr. Edmonds, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE VIRGINIA WIRELESS E-911 SERVICES BOARD AND APPROPRIATING SAID FUNDS IN THE FY 2012-13 GRANTS FUND FOR POLICE EMERGENCY COMMUNICATIONS UNIT TRAINING." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 366 -Adoption of a resolution authorizing the City Manager to execute an easement to Columbia Gas of Virginia, Inc., through a portion of the Public Utilities Operations Center on Meander Road. Vision Principle: Efficient, Responsive Government. Background: • Columbia Gas of Virginia, Inc. needs to relocate a natural gas main that is in conflict with proposed road improvements at Martin Luther King Boulevard and High Street. They propose to route the line along the southern edge of property owned by the City of Portsmouth on Meander Road that is used as the Operations Center for the Department of Public Utilities. Discussion: • The proposed location does not interfere with the use of the property nor will it affect the operations of the Department of Public Utilities. Financial impact: • No City funds are involved. Recommended Action: • Adoption of the resolution. Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action: • The City Manager will execute the easement.
