August 14, 2012 <br />WHEREAS, the Virginia Department of Behavioral Health and Developmental <br />Services, formerly titled the Virginia Department of Mental Health, Mental Retardation <br />and Substance Abuse Services, annually issues a performance contract to each local <br />community services board (CSB) specifying the services to be rendered by the CSB for <br />the next fiscal year relative to funding budgeted; and <br />WHEREAS, the City of Portsmouth must approve the Portsmouth Department of <br />Behavioral Healthcare Services' FY 13/FY 14 Performance Contract by September 15, <br />2012. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare <br />Services' FY 13/FY 14 Performance Contract." <br />Ayes: Cherry, Edmonds, Heretick, Whitehurst, Wright <br />Nays: None <br />- New Business - <br />12 - 327 -Boards and Commissions <br />There were no appointments. <br />12 - 328 -Items Submitted by Council Members <br />- Mayor Wright spoke on the following events: <br />- Horizons of Hampton Roads Summer Program <br />- Robert Hardy's 90t" Birthday Celebration <br />- Vice Mayor Whitehurst spoke on the following: <br />- Hiring of an auditor for the City. <br />- Asked that the City provide paint to Cavalier Manor Civic League to paint a <br />building. <br />- Dispelled the rumor that the pool in Cavalier Manor would be closed and also <br />asked that some of the $5.5 million budget surplus be used to resurface tennis <br />courts in Cavalier Manor and other courts throughout the City. <br />12 - 329 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the July 24, 2012 City Council Meeting. <br />12 - 330 -Non-Agenda Speakers <br />1. Carol Canada, 5801 Woodside Lane, voiced her concern with the lack of <br />communication by the City with regards to mosquito control and the lack of testing of <br />mosquitoes for various viruses. <br />2. Mia Phillips, 58 Decator Street, asked for help in having plans approved to build a <br />home in Simonsdale. <br />3. Delores Knight, 33 Kennedy Drive, voiced her concerns with what she believes is a <br />mismanagement of funds by the school system. <br />4. Jesse Turner, 5805 Woodside Lane, voiced his concern with the mosquito problem <br />in Churchland. <br />5. Bobby Burris, 6345 Godwin Boulevard, Suffolk, asked that City Council look into his <br />proposed wetlands mitigation bank project in Suffolk. <br />
