To that end, the City Manager shall develop options for relocating inmates <br />from the present Portsmouth City Jail to another location or locations so that the entire <br />Civic Center, including the jail, can be demolished. <br />4. In connection with demolition of the Civic Center, the City Manager shall <br />also begin meaningful studies of the future private development potential of the Civic <br />Center site, to include what effect such development may have on the quality of life for <br />Portsmouth citizens and the real estate tax rate. <br />5. The City Manager shall also explore other possible ways to replace tax- <br />exempt property in the downtown waterfront area with tax-generating property. <br />6. The City Attorney is directed to assist the City Manager in this effort, as <br />directed and requested by the City Manager. <br />7. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Background: <br />• The Code of Virginia requires that local government approve the FY13/FY14 <br />Performance Contract no later than September 15, 2012. <br />Discussion: <br />• The Department of Behavioral Health and Developmental Services (DBHDS), <br />issues a performance contract to each Community Services Board (CSB) on an annual <br />basis. The Performance Contract specifies the services to be rendered for the next <br />fiscal year relative to budgeted funding committed to each CSB for the funding period. <br />• Department of Behavioral Healthcare Services (DBHS) budget is approved <br />annually by City Council during the City's operating budget process. The Performance <br />Contract displays this budget in the format required by the State. <br />Financial Impact: <br />- The City must approve the Performance Contract in order to receive allocations <br />of State and Federal funds, or amounts subsequently revised by, or negotiated with the <br />DBHDS Office of Community Contracting. The projected state and federal allocations <br />for FY13 are $5,173,272 and $1,225,188, respectively; the allocations are the same for <br />FY14. <br />Recommended Action: <br />- Adoption of a resolution to approve the FY13/FY14 Performance Contract for the <br />Department of Behavioral Healthcare Services. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Next Steps Following Council Action: <br />- If the FY13/FY14 Performance Contract is approved, the Director of DBHS will <br />ensure DBHDS is notified that the Performance Contract was approved by City Council <br />as verified by the City Council Agenda minutes and Transmittal Notice. <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION TO APPROVE THE FY 13/FY 14 PERFORMANCE CONTRACT FOR <br />THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES. <br />
