August 14, 2012 Recommended Action: • Adoption of the ordinance amendment is recommended. Vision Principle: Change and New Directions. Next Steps Following Council Action: • Manager to sign Agreement. • Agreement to be implemented by the Portsmouth Police Department. 1. Tony Goodwin, 38 Linden Avenue, spoke in support of this item. Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO AMEND SECTION 24-3 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO RAISE THE CURFEW AGE FOR MINORS TO 17 YEARS AND UNDER." Ayes: Cherry, Edmonds, Heretick, Whitehurst, Wright Nays: None 12 - 324 -Adoption of an ordinance accepting a grant in the amount of $10,550 from the Business Consortium for Arts Support and appropriating said amount in the FY 2012-13 Grants Fund for the Outdoor Sculpture Competition and Exhibition at the Portsmouth Art and Cultural Center. Vision Principle: Lifelong Learning Community. Background: • Each year the Portsmouth Art and Cultural Center applies to the Business Consortium for Arts Support for a grant to help support exhibitions and programming. Discussion: • The Portsmouth Art and Cultural Center will use the funds for the development, installation and programming for the Outdoor Sculpture Competition and Exhibition. • 2013 will be the eight year of this exhibition. • The exhibition will be in the courtyard of the Portsmouth Art and Cultural Center. • The exhibition will open on March 2, 2013 and will run through October 13, 2013. • An opening reception will be held on March 2, 2013 in conjunction with our monthly Concerts in the Courtyard. Financial Impact: • The Business Consortium requires a match of $10,550 that should not come from municipal, state and federal funds. Funds will be matched by the Seawall Art Show with their annual award and donations from outside sources. Staff Recommends: • Adoption of proposed ordinance. Next Steps Following Council Action: • Pending approval, the Director of Museums and the Portsmouth Art and Cultural Center will ensure that the funds are utilized for the development, installation and programming for the Outdoor Sculpture Competition and Exhibition. Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,550 FROM THE BUSINESS CONSORTIUM FOR ARTS SUPPORT AND APPROPRIATING SAID AMOUNT IN THE FY 2012-13 GRANTS FUND FOR THE OUTDOOR SCULPTURE COMPETITION AND EXHIBITION AT THE PORTSMOUTH ART AND CULTURAL CENTER."
