August 14, 2012 <br />12 - 322 -Adoption of an ordinance accepting a grant in the amount of $87,475 <br />from the Department of Justice -Bureau of Justice Assistance and appropriating <br />said amount in the FY 2012-13 Grants Fund to support the Drug Court Program. <br />Vision Principles: Change and New Directions, Quality of Life, Efficient and <br />Responsive Government. <br />Background: <br />• The Portsmouth Police Department has received grant funding of $87,475.00 <br />from the Department of Justice -Bureau of Justice Assistance to provide funds for <br />technology, equipment along with continued funding to support the Drug Court Program. <br />Discussion: <br />• The FY 2012 Justice Assistance Grant will be used to provide funding for <br />equipment, technology initiatives that will improve the Portsmouth Police Department's <br />ability to respond to incidents within the City. Additionally funds will be used to support <br />the Adult Drug Court programs within the Circuit Court. <br />Financial Impact: <br />• The grant award amount is $87,475.00 of Department of Justice funds for the <br />Portsmouth Police Department. The City does not have to provide any match monies <br />and there is no obligation from the City once the grant has ended. <br />Staff Recommends: <br />• Adoption of an ordinance to appropriate the $87,475.00 from the Department of <br />Justice grant to provide the Portsmouth Police Department funds for technology, <br />equipment along with continued funding to support Drug Court Program. Vision <br />Principles: Change and New Directions, Quality of Life, Efficient and Responsive <br />Government. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $87,475 FROM THE <br />U.S. DEPARTMENT OF JUSTICE -BUREAU OF JUSTICE ASSISTANCE AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2012-13 GRANTS FUND TO <br />SUPPORT THE DRUG COURT PROGRAM." <br />Ayes: Cherry, Edmonds, Heretick, Whitehurst, Wright <br />Nays: None <br />12 - 323 -Adoption of an ordinance to amend Section 24-3 of the Code of the City <br />of Portsmouth, Virginia (2006) to raise the curfew age for minors to 17. Vision <br />Principle: Change and New Directions. <br />Background: <br />• The Police Department currently enforces City Code Section 24.3 -curfew for <br />minors, which applies to those aged sixteen and under. <br />Discussion: <br />• The City of Portsmouth is the only municipality in the Hampton Roads region <br />where the minor curfew age is sixteen (16) rather than seventeen (17). <br />• The Portsmouth Police Department "Chief's Forum" initially raised the issue and <br />discussed and debated the topic, and endorse this curfew age change as another tool <br />for the Police Department to use to address juvenile issues. <br />• The Police Department is not opposed to the ordinance change. <br />Financial Impact: <br />• No material financial impact. <br />
