July 24, 2012 <br />Discussion: <br />• DMV has created a mechanism to issue statewide multi trip hauling permits from <br />a centralized system. <br />• The permits issued by DMV will be valid on all unrestricted state and local <br />highways. <br />• The City of Portsmouth will continue to have the ability to issue hauling permits <br />including all single trip and certain multi trip permits. <br />Financial Impact <br />• DMV will charge a $10 administrative fee on top of the existing City of <br />Portsmouth permit fee for permits that are issued by the State. <br />• For existing permits that were no charge, DMV will collect $130.00 per permit. <br />Localities will receive $120.00 to address road damage on a lane mile basis. The <br />monies that localities receive will be proportional to the lane miles traveled within their <br />boundaries. <br />Recommended Action: <br />• Adoption of a resolution to authorizing City Manager to sign MOU with Virginia <br />Department of Motor Vehicles. Vision Principle: Change and New Direction and <br />Neighborhoods and a Sense of Community. <br />Next Steps Following Council Action: <br />• City Manager to sign MOU by no later than August 31, 2012. MOU to be returned <br />to DMV (Richmond Office) by no later than September 7, 2012. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN <br />AGREEMENT WITH THE VIRGINIA DEPARTMENT OF MOTOR VEHICLES FOR <br />THE ISSUANCE OF CERTAIN OVERWEIGHT VEHICLE PERMITS ON BEHALF OF <br />THE CITY OF PORTSMOUTH. <br />WHEREAS, the General Assembly adopted House Bill 806 which will restrict the <br />City's ability to issue permits for overweight vehicles operating within the City's <br />boundaries unless the City enters into a Memorandum of Understanding (MOU) with the <br />Commissioner of the Department of Motor Vehicles (DMV) no later than January 1, <br />2013; and <br />WHEREAS, DMV has established a mechanism for DMV to issue statewide <br />multi-trip hauling permits that will be valid on all unrestricted state and local highways; <br />and <br />WHEREAS, the City of Portsmouth desires to have the ability to issue hauling <br />permits, including all single-trip and certain multi-trip permits, for travel within the <br />locality; and <br />WHEREAS, the Interim City Engineer has recommended that the City enter into <br />a Memorandum of Understanding with DMV for that purpose. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager or his designee to enter into a <br />Memorandum of Understanding with the Commissioner of the Department of Motor <br />Vehicles and to sign such other documents and provides such other assurances as may <br />be required in order for the City to continue the issuance of all single-trip and certain <br />multi-trip permits for travel within the City." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
