July 24, 2012 • Pretrial Services provides supervised release to defendants. Between July 1, 2010 and June 30, 2011 the program conducted over 944 investigations, screened 1,250 defendants, conducted 306 criminal record checks, received 288 placements on supervision and monitored 692 defendants released by the magistrate. A total of 25 defendants were screened for entry into the Drug Treatment Court with 14 supervised by pretrial staff. Financial Impact: • There is no local match and no obligation for continued funding from the City of Portsmouth once the grant has ended. Staff Recommends: • Adoption of ordinance. Vision Principle: Neighborhoods and a Sense of Community. Next Steps: • Program Director to provide grant management and oversight. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $532,829 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2012-13 GRANTS FUND FOR PROBATION AND PRETRIAL SERVICES IN THE CITY OF PORTSMOUTH." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 301 -Adoption of an ordinance accepting a grant in the amount of $182,500 from the Office of the Executive Secretary of the Supreme Court of Virginia and appropriating said amount in the FY 2012-13 Grants Fund for use by the Circuit Court for the City of Portsmouth Adult Drug Treatment Court. Vision Principle: Neighborhoods and a Sense of Community. Background: • The Portsmouth Adult Drug Treatment Court was established to serve as an intensive treatment program for the purpose of treating nonviolent felony offenders who are dependent upon drugs and/or alcohol. Discussion: • This program was first implemented in 2000. Financial impact: • There is no City cash match required. Recommended Action: • Adoption of proposed ordinance. Next Steps Following Council Action: • The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with the Third Judicial Circuit Court of the City of Portsmouth. Motion by Mr. Edmonds, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $182,500 FROM THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2012-13 GRANTS FUND FOR USE BY THE CIRCUIT COURT FOR THE CITY OF PORTSMOUTH ADULT DRUG TREATMENT COURT."
