July 10, 2012 <br />(f) CA-12-01 CITYWIDE -The City of Portsmouth proposes technical Code <br />Amendments to the provisions of the City's Zoning Ordinance, <br />Chapter 40.1 of the City Code, including but not limited to <br />modifications to regulations to allow ground floor apartments in <br />certain areas of the Uptown D2 district. Vision Principle: A Change <br />and New Directions. <br />There were no speakers <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to concur with the <br />recommendation of the Planning Commission that CA-12-01 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- City Manager's Report - <br />12 - 283 -Adoption of a resolution authorizing the City Manager to enter into (a) <br />an Agreement with South Norfolk Jordan Bridge, LLC, to provide public safety <br />services and (b) a Memorandum of Understanding with the City of Chesapeake <br />for response coordination and incident command for the South Norfolk Jordan <br />Bridge. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The new South Norfolk Jordan Bridge will connect the cities of Chesapeake and <br />Portsmouth to vehicular and pedestrian traffic. The cities of Chesapeake and <br />Portsmouth will share Police, Fire, and EMS response responsibilities as they occur on <br />the bridge, associated ramps and approaches. <br />Discussion: <br />• An agreement between Portsmouth and South Norfolk Jordan Bridge, LLC, and a <br />mutual aid agreement between Chesapeake and Portsmouth has been written, <br />submitted and approved by the City Attorney's Office. Copies of the agreement have <br />also been submitted to the City Manager's Office for review. <br />• This agreement will provide public safety response resources, coordination and <br />incident management for the Jordan Bridge, associated ramps and approaches. <br />Agreements like these are recommended under the National Incident Management <br />System (NIMS). <br />Financial Impact: <br />• All public safety responses have a financial impact to the City from <br />vehicle/equipment usage, staffing-hours, and materials required to mitigate an incident. <br />Financial impact will be directly related to the amount, type and length of incidents <br />requiring public safety resources from Portsmouth. Staff anticipates that these impacts <br />can be absorbed within existing resources. <br />Staff Recommends: <br />• Adoption of a proposed resolution. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Next Steps Following Council Action: <br />• City Manager signs agreement. <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO (a) AN <br />AGREEMENT WITH SOUTH NORFOLK JORDAN BRIDGE, LLC, TO PROVIDE <br />PUBLIC SAFETY SERVICES AND (b) A MEMORANDUM OF UNDERSTANDING <br />WITH THE CITY OF CHESAPEAKE FOR RESPONSE COORDINATION AND <br />INCIDENT COMMAND FOR THE SOUTH NORFOLK JORDAN BRIDGE. <br />
