June 12, 2012 Background: • The museum maintains a collection of approximately 8,000 artifacts: 5,000 of which belong to the City and 3,000 on are on long-term loan to the museum from the Naval Historical Center in Washington, D.C. • The museum has benefitted from two Museum Assessment Program grants and a Conservation Assessment grant which identified problems that needed to be address regarding the storage of the objects that are housed at the museum. • Atop priority identified was an efficient, up-to-date, mobile storage system. Discussion: • This system will provide better organization accessibility for the objects. • It will eliminate the overcrowding of objects. • It will provide protection against harmful elements. • The funds will be use to purchase a mobile storage system. Financial impact: • This is a matching grant with the $10,000 being matched from the Department of Museums collection management budget and $10,000 from the Friends of the Naval Shipyard Museum. Recommended Action: • Adoption of the ordinance. Vision Principle: Pride of Past. Next Steps Following Council Action: • Staff of the museum will begin moving the objects from the present collection storage area and prepare the space for the new system. Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $40,118 FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES TO BE USED AS A CONSERVATION PROJECT SUPPORT GRANT FOR THE PORTSMOUTH NAVAL SHIPYARD MUSEUM." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 241- (A) Adoption of a resolution electing the alternate rate of 8.27% as the City of Portsmouth's Virginia Retirement System contribution rate for the Biennial Budget effective July 1, 2012. B) Adoption of a resolution certifying that City of Portsmouth employees who are Virginia Retirement System members are required to contribute 5% of their creditable compensation beginning on July 1, 2012. Background: • Recent legislation calls for Portsmouth and other localities to make certain decisions by July 1, 2012 regarding employer and member retirement contributions: o Election/certification of the City's employer retirement contribution rate for 2012-2014, using one of the options allowed in the 2012 Appropriations Act, Item 468(H). o Election/certification of the member contribution current City employees will be required to pay beginning July 1, 2012 and the corresponding salary increase, as provided in Chapter 822 of the 2012 Acts of Assembly (Senate Bill 497).
