June 12, 2012 <br />Background: <br />• The museum maintains a collection of approximately 8,000 artifacts: 5,000 of <br />which belong to the City and 3,000 on are on long-term loan to the museum from the <br />Naval Historical Center in Washington, D.C. <br />• The museum has benefitted from two Museum Assessment Program grants and <br />a Conservation Assessment grant which identified problems that needed to be address <br />regarding the storage of the objects that are housed at the museum. <br />• Atop priority identified was an efficient, up-to-date, mobile storage system. <br />Discussion: <br />• This system will provide better organization accessibility for the objects. <br />• It will eliminate the overcrowding of objects. <br />• It will provide protection against harmful elements. <br />• The funds will be use to purchase a mobile storage system. <br />Financial impact: <br />• This is a matching grant with the $10,000 being matched from the Department of <br />Museums collection management budget and $10,000 from the Friends of the Naval <br />Shipyard Museum. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Pride of Past. <br />Next Steps Following Council Action: <br />• Staff of the museum will begin moving the objects from the present collection <br />storage area and prepare the space for the new system. <br />Motion by Mr. Edmonds, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $40,118 FROM THE <br />INSTITUTE OF MUSEUM AND LIBRARY SERVICES TO BE USED AS A <br />CONSERVATION PROJECT SUPPORT GRANT FOR THE PORTSMOUTH NAVAL <br />SHIPYARD MUSEUM." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 241- (A) Adoption of a resolution electing the alternate rate of 8.27% as the <br />City of Portsmouth's Virginia Retirement System contribution rate for the Biennial <br />Budget effective July 1, 2012. Vision Principle: Change and New Directions. <br />B) Adoption of a resolution certifying that City of Portsmouth employees who <br />are Virginia Retirement System members are required to contribute 5% of their <br />creditable compensation beginning on July 1, 2012. Vision Principle: Change <br />and New Directions. <br />Background: <br />• Recent legislation calls for Portsmouth and other localities to make certain <br />decisions by July 1, 2012 regarding employer and member retirement contributions: <br />o Election/certification of the City's employer retirement contribution rate for <br />2012-2014, using one of the options allowed in the 2012 Appropriations Act, Item <br />468(H). <br />o Election/certification of the member contribution current City employees <br />will be required to pay beginning July 1, 2012 and the corresponding salary <br />increase, as provided in Chapter 822 of the 2012 Acts of Assembly (Senate Bill <br />497). <br />
