June 12, 2012 <br />At a Regular Meeting of the City Council on Tuesday, June 12, 2012, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />Deputy City Manager G. Brannon Godfrey, Deputy City Attorney Cheran Cordell. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of May 21, 2012, of a Called Meeting of May 22, 2012, and of a Regular <br />Meeting of May 22, 2012, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- Public Hearing - <br />12 - 239 -Public hearing on use permit and comprehensive plan applications: <br />(a) UP-12-06 ELM AVENUE CORRIDOR - Wheelabrator Portsmouth Inc. is <br />requesting a use permit to install a 32 square foot freestanding <br />business sign at 3801 Elm Ave. The property is zoned IN, Industrial <br />where a Use Permit is required for free standing signs. The <br />Comprehensive Plan's Future Land Use Map calls for the area to be <br />developed with Heavy Industrial. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />There were no speakers. <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-12-06 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />(b) CPA-12-01 CITYWIDE -The City of Portsmouth requests an amendment to the <br />City's Comprehensive Plan. The proposed amendment is to <br />consider a new Master Plan for Parks, Recreation, and Leisure <br />Services. Vision Principle: Change and New Directions. <br />There were no speakers. <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CPA-12-01 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Wright <br />Nays: Whitehurst <br />- City Manager's Report - <br />12-240 Adoption of an ordinance accepting a grant in the amount of $40,118 <br />from the Institute of Museum and Library Services for a Conservation Project <br />Support grant for the Portsmouth Naval Shipyard Museum. Vision Principle: <br />Pride of Past. <br />
