May 22, 2012 <br />12 - 220 -Adoption of an ordinance (1) authorizing the City Manager to sign an <br />agreement with, and accept $112,000 in Federal Highway Administration funds <br />from VDOT; (2) approving a Project Programming Resolution requesting VDOT <br />to establish an urban system highway project for Citywide Signal Timing Phase <br />2 of the City's traffic signal system; and, (3) appropriating $112,000 to a new <br />project in the FY 2012-2013 Capital Improvements Fund for this traffic signal <br />timing upgrade. Vision Principles: Change and New Directions and <br />Neighborhoods and a Sense of Community. <br />Background: <br />• This project is being funded by the Virginia Department of Transportation (VDOT) <br />under the Federal Highway Administration Congestion Mitigation and Air Quality <br />Improvement Program (CMAQ). <br />• The CMAQ Program is intended to support surface transportation projects and <br />other related efforts that contribute air quality improvements and provide congestion <br />relief. <br />Discussion: <br />• The City submitted a funding request to the Hampton Roads Planning District <br />Commission for these projects in 2010. <br />• This project expands upon the improvements to the traffic signal control system <br />soon to be completed under a $2,253,000 ARRA project (phase 1) and future <br />programmed improvements, utilizing the improved capabilities of the new systems. <br />Financial Impact: <br />• None. Total cost will be borne by VDOT; therefore no local matching funds are <br />required. <br />Recommended Action: <br />• Adoption of the recommended ordinance. Vision Principles: Change and New <br />Directions and Neighborhoods and a Sense of Community. <br />Next Steps Following Council Action: <br />• Submit the completed Standard Project Administration Agreement to VDOT for <br />execution. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE (1) AUTHORIZING THE CITY MANAGER TO SIGN AN AGREEMENT <br />WITH, AND ACCEPT $112,000 IN FEDERAL HIGHWAY ADMINISTRATION FUNDS <br />FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT); (2) <br />APPROVING A PROJECT PROGRAMMING RESOLUTION REQUESTING VDOT TO <br />ESTABLISH AN URBAN SYSTEM HIGHWAY PROJECT FOR CITYWIDE SIGNAL <br />TIMING PHASE 2; AND (3) APPROPRIATING $112,000 TO A NEW PROJECT IN <br />THE FY 2012-13 CAPITAL IMPROVEMENTS FUND FOR THIS TRAFFIC SIGNAL <br />TIMING UPGRADE." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 221 -Adoption of a resolution authorizing transfer of a 0.161 acre parcel of <br />land adjacent to the Downtown Tunnel ventilation building to the Virginia <br />Department of Transportation (VDOT) in exchange for VDOT's granting a break <br />in the limited access boundary of Bart Street adjacent to the Crawford Street <br />roundabout to allow for the construction of the new court access road. Vision <br />Principle: Change and New Direction. <br />
