Greg George, 353 London Street, spoke in support of this item. <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO AMEND SECTIONS 22-575 AND 22-578 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (2006) TO PERMIT THE CITY MANAGER TO <br />AUTHORIZE BACKING INTO A PARKING SPACE AT THE CURB AND TO IMPOSE <br />A $50 FINE FOR UNAUTHORIZED PARKING IN THE OLDE TOWNE HISTORIC <br />DISTRICT BETWEEN CERTAIN HOURS." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 219 -Adoption of an ordinance to appropriate the sum of $843,300 in the FY <br />2011-12 City Garage Fund from the unappropriated fund balance in the FY 2011- <br />12 City Garage Fund to pay increased fuel costs. Vision Principle: Change and <br />New Directions. <br />Background: <br />• The FY-12 fuel budget was based on the expected wholesale fuel cost of $3.00 <br />per gallon. Fuel peaked at $3.44 per gallon on 3/21/12 resulting in a budget deficit of <br />$848,300. The amount originally budgeted in FY12 for fuel was $2,296,252.00. <br />Discussion: <br />• There are many factors that affect actual fuel expenditures. Some factors can be <br />controlled but others such as fuel cost cannot. Steps have been taken to reduce fuel <br />consumption in an effort to reduce the variance between budget and expenditures. <br />• In excess of 100 pieces of equipment have been eliminated from the City Fleet in <br />an effort to reduce cost. <br />• Larger trucks and SUV's are being replaced with mid size and compact vehicles <br />to reduce consumption. <br />Financial Impact: <br />• The cost to the City is an additional $848,300, however, there are adequate <br />funds remaining in the City Garage Fund to cover the additional funding needed. <br />Recommended Action: <br />• Adoption of the recommended ordinance Vision Principle: Change and New <br />Directions. <br />Next Steps Following Council Action: <br />• Finance staff will transfer funds to the Operating Budget. <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE THE SUM OF $843,300 IN THE FY 2011-12 CITY <br />GARAGE FUND FROM THE UNAPPROPRIATED FUND BALANCE IN THE FY 2011- <br />12 CITY GARAGE FUND TO PAY INCREASED FUEL COSTS." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
