May 22, 2012 <br />Recommended Action: <br />• Adoption of the following ordinance. Vision Principles: A Robust Economy for the <br />Working Men and Women, Effective, Responsive Government, and Pride of Past. <br />Next Steps Following Council Action: <br />• City staff will reprogram the CIP dollars to the specific projects. <br />• We will continue to work with our financial advisor to determine funding sources <br />for future years of the CIP. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO DE-OBLIGATE $2,218,216 OF UNEXPENDED APPROPRIATION <br />AUTHORITY IN CLOSED CAPITAL IMPROVEMENT PROGRAM PROJECTS, TO <br />REPROGRAM $4,748,174 OF BOND PROCEEDS, AND TO APPROPRIATE <br />$6,966,390 TO COVER EXPENSES AND OBLIGATIONS IN VARIOUS ACTIVE <br />CAPITAL IMPROVEMENT PROJECTS." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 218 -Adoption of an ordinance to amend Sections 22-575 and 22-578 of the <br />Code of the City of Portsmouth, Virginia (2006) to permit the City Manager to <br />authorize backing into a parking space at the curb and to impose a $50 fine for <br />unauthorized parking in the Olde Towne Historic District between certain hours. <br />Vision Principles: Change and New Direction and Neighborhoods and a sense <br />of Community. <br />Background: <br />• To accommodate the demand for parking in downtown Portsmouth, more <br />specifically on Court St. between High St. and London St., alternative parking <br />arrangements were implemented to make more efficient use of the area available for <br />parking. <br />• Staff recommends the present layout which requires angled parking with vehicles <br />backing into the curb. <br />• With respect to adding an additional fine category in the Olde Towne historic <br />district, the $50 fine resulted from recommendations of the Olde Towne Civic league in <br />conjunction with the Downtown Business District in an effort to better control parking in <br />this area. <br />Discussion: <br />• Section 22-575 presently prohibits back in parking next to a curb at any time <br />throughout the city. Giving approval to the City Manager to amend this section when <br />appropriate would allow the present parking on Court St. to remain between High St. <br />and London St. <br />• The $50 fine for parking without a permit will only apply to parking in the Ode <br />Towne Historic/Parking/district between the hours of 12:OOam to 6:OOam seven days a <br />week. <br />Financial Impact: <br />• The financial impact will be minimal and only anticipated as a result of parking <br />tickets that may be issued with respect to the above. <br />Recommended Action: <br />• Adoption of the recommended ordinance.
