May 15, 2012 Background: • For each of the five years covered by the adopted Consolidated Plan (CP), FY09 to FY14, the City prepares an Annual Action Plan detailing how the resources made available will be used to implement the goals outlined in the 5-Year CP. • FY2013, which runs from July 1, 2012 through June 30, 2013, is the fourth year plan of the five-year plan cycle. • The City of Portsmouth will receive funds through the Community Development Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). The financial resources the City expects to have available during the FY2012 program include a CDBG entitlement grant of $1,422,819 and projected program income of $122,000 (total $1,544,819). The City also expects to have available a HOME entitlement grant of $414,058. Discussion: • The Department of Planning requests adoption of the FY2013 Annual Action Plan and to authorize the City Manager to submit the plan to HUD, allowing the City of Portsmouth to receive its CDBG and HOME entitlements. • HUD has indicated that CDBG funding will be cut by 13% over last year's entitlement. Staff also expects HOME funding to be reduced by 40% over last year's entitlement. These anticipated reductions are included in the appropriation ordinance. Financial Impact: • Funds will be available for undertaking the priorities established by the 5-Year CP and in agreement with the statutory purposes of the CDBG and HOME programs. • There is no matching fund requirement for CDBG funds. HOME funds require a match contribution of not less than 12.5% of the HOME funds drawn. Staff Recommends: • Adoption of the FY2013 Annual Action Plan and to authorize the City Manager to submit the plan to HUD. • Adoption of the proposed budget ordinance appropriating said funds to the 2013 budget. Next Steps Following Council Action: • The Annual Action Plan will be submitted to HUD by May 16, 2011. HUD will then have a 45-day comment period and the FY2013 Program Year will start on July 1, 2012. "RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 2013 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston -Gonzalez National Affordable Housing Act of 1992, as amended, ("Acts"), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and WHEREAS, each of the Community Planning and Development programs (Community Development Block Grant and Home Investment Partnerships) shall be operated on a single consolidated program year; and WHEREAS, the required public hearing has been held and the City Council has reviewed the proposed 2013 Action Plan ("2012 Action Plan"); and WHEREAS, it is necessary that this Council take official action regarding the 2013 Action Plan to comply with the regulations of the aforementioned Acts; and
