May 15, 2012 <br />Background: <br />• For each of the five years covered by the adopted Consolidated Plan (CP), FY09 <br />to FY14, the City prepares an Annual Action Plan detailing how the resources made <br />available will be used to implement the goals outlined in the 5-Year CP. <br />• FY2013, which runs from July 1, 2012 through June 30, 2013, is the fourth year <br />plan of the five-year plan cycle. <br />• The City of Portsmouth will receive funds through the Community Development <br />Block Grant Program (CDBG) and HOME Investments Partnership Program (HOME). <br />The financial resources the City expects to have available during the FY2012 program <br />include a CDBG entitlement grant of $1,422,819 and projected program income of <br />$122,000 (total $1,544,819). The City also expects to have available a HOME <br />entitlement grant of $414,058. <br />Discussion: <br />• The Department of Planning requests adoption of the FY2013 Annual Action <br />Plan and to authorize the City Manager to submit the plan to HUD, allowing the City of <br />Portsmouth to receive its CDBG and HOME entitlements. <br />• HUD has indicated that CDBG funding will be cut by 13% over last year's <br />entitlement. Staff also expects HOME funding to be reduced by 40% over last year's <br />entitlement. These anticipated reductions are included in the appropriation ordinance. <br />Financial Impact: <br />• Funds will be available for undertaking the priorities established by the 5-Year <br />CP and in agreement with the statutory purposes of the CDBG and HOME programs. <br />• There is no matching fund requirement for CDBG funds. HOME funds require a <br />match contribution of not less than 12.5% of the HOME funds drawn. <br />Staff Recommends: <br />• Adoption of the FY2013 Annual Action Plan and to authorize the City Manager to <br />submit the plan to HUD. <br />• Adoption of the proposed budget ordinance appropriating said funds to the 2013 <br />budget. Vision Principles: Change and New Directions, A Robust Economy for Working <br />Men and Women, Lifelong Learning Community, Neighborhoods and a Sense Of <br />Community, Quality of Life, Efficient and Responsive Government. <br />Next Steps Following Council Action: <br />• The Annual Action Plan will be submitted to HUD by May 16, 2011. HUD will then <br />have a 45-day comment period and the FY2013 Program Year will start on July 1, 2012. <br />"RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2013 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS. <br />WHEREAS, pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston -Gonzalez National Affordable Housing Act of 1992, as <br />amended, ("Acts"), financial assistance is provided to enable localities to provide decent <br />housing, establish and maintain suitable living environments, and expand economic <br />opportunities for low to moderate income residents; and <br />WHEREAS, each of the Community Planning and Development programs <br />(Community Development Block Grant and Home Investment Partnerships) shall be <br />operated on a single consolidated program year; and <br />WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the proposed 2013 Action Plan ("2012 Action Plan"); and <br />WHEREAS, it is necessary that this Council take official action regarding the <br />2013 Action Plan to comply with the regulations of the aforementioned Acts; and <br />
