<br />Background:
<br />• The City Manager presented the Proposed Capital Improvement Program (CIP)
<br />for FY2013 -FY2017 and the funding for year one appropriating the necessary funds in
<br />the Capital Improvement Fund and the Public Utilities Capital Improvement Fund.
<br />Discussion:
<br />• For FY13, upon adoption by Council the funding is authorized by appropriation.
<br />• Years 2014-2017 of the CIP and Fleet Management Plan are approved but not
<br />appropriated years used for long-term planning purposes and are approved as planning
<br />years.
<br />Financial Impact:
<br />• The sums of $18,308,337 in the
<br />the Public Utilities Capital Improvement
<br />following categories and amounts:
<br />o Capital Improvement Fund
<br />Capital Improvement Fund and $20,200,000 in
<br />Fund, are appropriated for expenditures in the

<br />• The City Manager has ultimate responsibility and authority for implementation of
<br />the Capital Improvement Plan and Fleet Management Plan. The Chief Financial Officer
<br />has day to day responsibility for ensuring funding for the CIP are spent as appropriated
<br />by City Council.
<br />Motion by Mr. Edmonds, and seconded by Mr. Heretick, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />"ORDINANCE APPROVING THE FY 2013-17 CAPITAL IMPROVEMENT PROGRAM
<br />AND APPROPRIATING $18,308,337 IN THE FY 2013-17 CAPITAL IMPROVEMENT
<br />FUND AND $20,200,000 IN THE FY 2013-17 PUBLIC UTILITIES CAPITAL
<br />IMPROVEMENT FUND."

<br />12 - 203 -Adoption of a resolution approving the Community Planning and
<br />Development Programs 2013 Action Plan of the City of Portsmouth, Virginia,
<br />and authorizing the City Manager to file documents required to obtain the City's
