April 24, 2012 <br />Portsmouth Parking Authority <br />James Overton to be appointed to fill a term ending June 30, 2013, replacing Martha <br />Ann Creecy. <br />Portsmouth Port & Industrial Commission <br />Vaughnchette Townsel to be appointed to fill a four term ending December 31, 2016, <br />replacing Dwight Dixon. <br />Towing Advisory Board <br />Jerry Hobbs to be appointed to fill a term ending May 31, 2013, replacing Robert Salas. <br />Michael Fink to be appointed to fill a term ending May 31, 2014, replacing Wayne Willis. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to close nominations, <br />and the above nominations were adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- Public Hearing - <br />12-164 Public hearing to solicit citizen comments on the FY 2013 Annual <br />Action Plan. <br />1. Pat Simons, 801 Mimosa Road, asked if the issue of funding the CDBG programs <br />had been addressed. <br />12-165 (a) Public hearing to consider the Annual Operating Budget for <br />FY2012-2013. <br />1. David Stuckwisch, 1069 Estates Court, outlined the issues that will persist if the <br />school system does not get an increase in funds. <br />2. Joe Wright, 1451 Welcome Road, spoke in support of increased funding for schools. <br />3. Linda Ridenour, 313 Tarreyton Lane, spoke in support of increased funding for <br />schools. <br />4. Donna Sayegh, 3104 Garland Drive, voiced her concern with what she believes is <br />erroneous spending by the Social Services Department. <br />5. Pat Simons, 801 Mimosa Road, spoke in opposition to using "one time money" to <br />cover the budget short fall. <br />6. Leah Stith, 4525 Mairfield Arc, spoke in support of increased funding for schools. <br />7. Devon Williams, 93 Kansas Avenue, spoke in support of increased funding for <br />schools. <br />8. William Devers, 4540 Hatton Point Road, thanked the City Manager for not including <br />an increase in the real estate rate in the budget. <br />9. Coleman Young, 602 North Street, suggested how the City could save money in the <br />budget by offering alternative healthcare options to retirees. <br />10. James Overton, 315 Astor Avenue, spoke in support of increased funding for <br />schools. <br />
