117 <br />April 24, 2012 <br />11. Reverend Joe Fleming, 475 Water Street, spoke in support of increased funding for <br />schools. <br />12. Lisa Petry, 5524 Hill Gail Road, Virginia Beach, spoke in support of increased <br />funding for schools <br />13. Steve Carroll, 3112 Riveredge Drive, asked that the City hire an auditor to audit City <br />Departments <br />14. Bill Watts, 704 Mimosa Road, spoke in opposition to increased funding for schools. <br />(b) Public hearing to consider the Annual Operating Budget that <br />establishes or increases public utility rates, stormwater fees, library <br />fees; and trash and garbage collection and disposal charges and <br />includes proposed rate changes to take effect on July 1, 2012. <br />1. Pat Simons, 801 .Mimosa Road, spoke in opposition to the increase in storm water <br />fees. <br />(c) Public hearing on recommended 2013-2017 Capital <br />Improvement Program. <br />There were no speakers. <br />- New Business - <br />12 - 167 -Items Submitted by Council Members <br />There were no items submitted. <br />12 - 168 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the April 10, 2012 City Council Meeting. <br />12 - 169 -Non-Agenda Speakers <br />1. Delores Knight, 33 Kennedy Drive, wanted to say thank you to staff for sending the <br />street sweeper to the Cradock neighborhood. <br />2. Kentrell Devin, 515 Water Lilly Road, asked that the ramp at the Colored Library be <br />placed on a side of the building that would allow it to be open for visitors. <br />3. Clyde Toler, 1029 Blair Street, voiced his concern with several issues within the City. <br />4.
