April 10, 2012 <br />Next Steps Following Council Action: <br />• Submit the completed Standard Project Administration Agreement to VDOT for <br />execution. <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN AN AGREEMENT <br />WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR THE WIDENING <br />OF TURNPIKE ROAD FROM FREDERICK BOULEVARD TO CONSTITUTION <br />AVENUE. <br />WHEREAS, the Virginia Department of Transportation (VDOT), at the request of <br />the City of Portsmouth, established an urban highway project in the 1980s for the <br />widening of Turnpike Road; and <br />WHEREAS, the first phase of the project was the drainage outfall from <br />Constitution Avenue at County Street to the creek across London Boulevard from I.C. <br />Norcom High School; and <br />WHEREAS, the second phase of the project will be the widening of Turnpike <br />Road from Frederick Boulevard to Constitution Avenue and is scheduled to commence <br />in July 2013; and <br />WHEREAS, in light of the time that has elapsed since the project's inception and <br />the greatly-increased budget, VDOT has requested that the City enter into a new <br />Standard Project Administration Agreement that reflects the new budget and schedule. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth <br />that it restates its support of this vital urban highway project and authorizes the City <br />Manager to enter into a new Standard Project Administration Agreement on the City's <br />behalf with the Virginia Department of Transportation setting forth the new project <br />budget and schedule. <br />BE IT FURTHER RESOLVED that the City Manager is authorized to execute any <br />additional documents and to provide such additional assurances as he deems in the <br />best interests of the City and in furtherance of this project." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />- New Business - <br />12 - 148 -Boards and Commissions <br />There were no appointments. <br />12 - 149 -Items Submitted by Council Members <br />- Mr. Moody asked that a request be sent to the Virginia Department of Transportation <br />(VDOT) asking that the public hearings being held, with regards to the Patriots <br />Crossing, be scheduled later in the evenings to ensure citizen participation. <br />12 - 150 -Report on Pending Items <br />• Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the March 27, 2012 City Council Meeting. <br />12 - 151 -Non-Agenda Speakers <br />1. Clyde Toler, 1029 Blair Street, voiced is concern with various issues within the City. <br />
