April 10, 2012 <br />WHEREAS, data gathering, analysis and study are required to determine <br />whether the benefits that may be identified within Hampton Roads from further <br />regionalization outweigh the challenges of regional consolidation of sanitary sewer <br />service and assets. <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth hereby requests that the Hampton Roads Planning District Commission <br />(HRPDC) conduct a study of further regionalization of sanitary sewer service and assets <br />(the Study). The Study shall be funded by HRSD in an amount agreeable to HRSD and <br />completed by July 1, 2013; and <br />BE IT FURTHER RESOLVED that the City will provide access to information, <br />data, assets, staff and otherwise cooperate with the HRPDC and/or the HRPDC's agent <br />in conducting the Study of regional consolidation of sanitary sewer assets, and the City <br />Council will participate in a thorough evaluation of the Study results; and <br />BE IT FURTHER RESOLVED that this request does not bind the City Council to <br />participate financially in the Study or to accept, adopt or comply with any conclusions or <br />recommendations of the Study; and <br />BE IT FURTHER RESOLVED that the Study will impact Portsmouth's ability to <br />accomplish all of the work required under the Order and as such, the conduct of the <br />Study is contingent on receiving an appropriate stay or deferral of activities required by <br />the Order as necessary to (1) allow existing sewer managers and staff to participate <br />fully in the Study, and (2) to avoid further study, analysis, evaluation or performance of <br />sewer system rehabilitation, upgrades, or replacements that may not be regionally cost <br />effective should further regionalization of sewer service and assets be achieved as a <br />result of the Study." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 147 -Adoption of a resolution authorizing the City Manager to sign an <br />agreement with the Virginia Department of Transportation for the widening of <br />Turnpike Road from Frederick Boulevard to Constitution Avenue. Vision <br />Principles: Efficient, Responsive Government and Neighborhoods and Sense of <br />Community. <br />Background: <br />• This project is being funded by the Virginia Department of Transportation (VDOT) <br />as an urban highway project. <br />• The City of Portsmouth originally requested this project in the late 1980's. <br />• This represents the 2nd phase of the project. The first phase was the drainage <br />outfall from Constitution Ave at County to the creek across from Norcom High School. <br />Discussion: <br />• Because of the time that has elapsed and the magnitude of the funds that are <br />involved, VDOT is requiring that the City of Portsmouth enter into a new City/State <br />agreement with the Virginia Department of Transportation that represents the current <br />budget and schedule. <br />• Utility relocation has started on the project and the actual project is scheduled to <br />start in July of 2013. <br />Financial Impact: <br />• The City of Portsmouth has committed $1,000,000 in Revenue Sharing matching <br />funds to the project and an urban funds match presently estimated at $577,250 of <br />which the city has previously paid $291,418.37 to VDOT. <br />Recommended Action: <br />• Adoption of the required resolution.
