This is <br />)articularly good news since as soon as the funds are available, I <br /> [~we use the increased entitlement ~o accelerate revitaliza- <br /> ion activities in The Crawford Urban Renewal Project, such as acqu] <br /> ion of proper~y along the Effingham Street Corridor. <br /> <br /> I recommend that you approve the appropriation ordinance as it <br />~ill enable the City of Portsmouth to continue our Community Develo <br /> ent mission in a timely manner." <br /> <br />On motion of Mr. Gray and secanded by Mrs. Webb, the following <br />ordinance was approved on-ffrst reading, and was adopted by unanimou <br /> ote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $239,000 FRO~ THE COMMUNITY <br />DEVELOPMENT FUND FOR THE PURPOSE OF INCREASING THE 1987 <br />COMMUNITY DEVELOPMENT PROGRAM." <br /> <br /> 87-303 - Letter from the City Manager recommending adoption of <br />~n ordinance to appropriate $5,419,080 from the Capital Improvement <br />Fund for Phase II improvements so the City's Lake Kilby Water Treat- <br /> Plant and award on bid. <br /> <br /> "Bids were recently received for construction of Phase II im- <br /> provements to the City's Lake Kilby Water Treatment Plant. As showr <br /> the attached fact sheet, the Phase II work will replace the numb~ <br />one filter plant, which was built in 1898 and modernized in 1947. <br />The purpose of these i~proveme~ts is to permit better treatment <br />)rocesses, to replace ~noperat~ve or marginally efficient components <br /> increase reliablity of the plant, and to ensure adequate treat- <br /> capacity in the future. The following is a Breakdown of all <br />three phases: <br /> <br />Phase I <br />Phase II design <br />Phase II ccnstruction <br />Phase <br /> <br />$11.8 million/complete <br />$1.6 Million/appropriated <br />$5.4 million/requested <br />$12 16 millionZfuture <br /> <br /> The 1986-91 Capital Improvement Program authorized expenditure <br />of funds for this project. The low bidder, Warwick Plumbing and <br />g Corporation, submitted a bid of $4,906,980, which is below <br />~e~City estimate. The total amount required for appropriation, in- <br />cluding contingencies and certain equipment, is $5,419,080. Both <br /> .he Director of Public Utilities and the City's Engineering Consul- <br /> .ant for this project recommend award of the bid to the low bidder. <br /> <br /> I concur with their recommendation, and therefore request that <br />~ou approve the necessary appropriation and authorize the award of <br /> bid to Warwick Plumbing and Heating Corporation." <br /> <br /> On motion of Mr. Simpson and seconded by Mr. Gray, the follow- <br /> _ng ordinance was approved on first reading, and eward of bid~o <br /> ~rwick Plnmbing and Heating Corporation, being low bidder, and was <br />adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,419,080 FROM THE PUBLIC <br />UTILITY CAPITAL IMPROVEMENT FUND FOR THE LAKE KILBY WATER <br />TREATMENT PLANT IMPROVEMENTS - PHASE II." <br /> <br /> 87-304 - Letter from the City Manager recommending adoption of <br />an ordinance to amend Section 25-34 and 25-39 of the City Code per- <br />taining to charitable solicitations. <br /> <br />"The 1987 session of the.General Assembly adopted legislation <br />,ertaining to professional solicitors who contract with local chari- <br /> ~ble or civic organizations to provide solicitation assistance in <br /> <br /> <br />
