On motion of Mr. Gray and secanded by Mrs. Webb, the following ordinance was approved on-ffrst reading, and was adopted by unanimou ote: "AN ORDINANCE TO APPROPRIATE $239,000 FRO~ THE COMMUNITY DEVELOPMENT FUND FOR THE PURPOSE OF INCREASING THE 1987 COMMUNITY DEVELOPMENT PROGRAM." 87-303 - Letter from the City Manager recommending adoption of ~n ordinance to appropriate $5,419,080 from the Capital Improvement Fund for Phase II improvements so the City's Lake Kilby Water Treat- Plant and award on bid. "Bids were recently received for construction of Phase II im- provements to the City's Lake Kilby Water Treatment Plant. As showr the attached fact sheet, the Phase II work will replace the numb~ one filter plant, which was built in 1898 and modernized in 1947. The purpose of these i~proveme~ts is to permit better treatment )rocesses, to replace ~noperat~ve or marginally efficient components increase reliablity of the plant, and to ensure adequate treat- capacity in the future. The following is a Breakdown of all three phases: Phase I Phase II design Phase II ccnstruction Phase $11.8 million/complete $1.6 Million/appropriated $5.4 million/requested $12 16 millionZfuture The 1986-91 Capital Improvement Program authorized expenditure of funds for this project. The low bidder, Warwick Plumbing and g Corporation, submitted a bid of $4,906,980, which is below ~e~City estimate. The total amount required for appropriation, in- cluding contingencies and certain equipment, is $5,419,080. Both .he Director of Public Utilities and the City's Engineering Consul- .ant for this project recommend award of the bid to the low bidder. I concur with their recommendation, and therefore request that ~ou approve the necessary appropriation and authorize the award of bid to Warwick Plumbing and Heating Corporation."
