As part of the <br /> project, HRSD will construct a sewage treatment plant in Norfolk to <br /> be known as the Virginia Initiative Plant, and a pipeline will be <br /> built from the Pinners Point Plant in Portsmouth to the new plant <br /> in Norfolk. <br /> <br /> Attached are two resolutions for your~consideration authofizinl <br /> me to enter into further agreements with HRSD. The first resolutio~ <br /> would provide temporary construction easements and a permanent ease. <br /> ment for construction of the pipeline across City-owned property. <br /> The property is leased to Portsmouth Port and Industrial Commission <br /> and subleased to Sealand Corporation. Neither PPIC nor Sealan~ <br /> objects to granting the easements, as they will not interfere ~ith h <br /> the operation of the Port.
