I, therefore, concur and recommend City <br />Council's approval." <br /> <br /> On motion of Mrs. Webb and seconded.by Mrs.~iLucas, the foillowi~ <br />ordinance was approved on first reading, and award of contract to <br />Builders, Inc~,.iow bidder, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE ~$B]90~3 FROM THE CAPITAL <br /> IMPROVEMENT FUND FOR STREET AND DRAINAGE IMPROVEMENTS IN <br /> DOUGLAS PARK." <br /> <br /> 87~301 Letter from the City Manager recommending adoption of <br /> an ordinance to appropriate $S0,000 from the iCapital Improvemeht <br /> Fund for planting of trees throughout the City. <br /> <br /> "Since 1984, the City of Portsmouth has embarked upon an ~mbi- <br /> tous program to beau~f~y the City with the funding of the Stre~t,Trc <br /> Improvement Program. Discussions have been underway':with <br /> Virginia Department of Transportation since 1985 to develop a plan <br /> to landscape the City,s entrance from the Portsmouth tunnel <br /> landscape architect has completed a preliminary design <br /> been reviewed by City and State agencies to ensure that we are~ ' <br /> compliance with all City, State and'Federal regulations. Ac~ <br /> to the District Engineer, Mr. A1 Nash, the anticipated cost of <br /> project is $340,000 with the City's share being 50% or $1~D~0 <br /> Th~ current.~CIP has earmarked $50,000 for this project and <br /> maining funds are to be programmed from the 1987/88 CIP. However, HUD has <br />that they were able to restore full formula allocations to ent~ <br /> grantees such as Portsmouth. <br /> <br /> <br />
