"Since 1984, the City of Portsmouth has embarked upon an ~mbi- tous program to beau~f~y the City with the funding of the Stre~t,Trc Improvement Program. Discussions have been underway':with Virginia Department of Transportation since 1985 to develop a plan to landscape the City,s entrance from the Portsmouth tunnel landscape architect has completed a preliminary design been reviewed by City and State agencies to ensure that we are~ ' compliance with all City, State and'Federal regulations. However, HUD has that they were able to restore full formula allocations to ent~ grantees such as Portsmouth.
