<br /> opened the meeting with prayer, followed by the Pledge of All~gianc¢
<br /> to the Flag.

<br /> Motion of Mr. Gray and seconded by Mr. Barnes, minutes o~ the
<br /> call meeting of June 23, 1987; minutes of the regular meeting
<br /> June 23, 1987, to be approved as received, and was adopted
<br /> unanimous vote.
<br />
<br /> Mayor Holley welcomed all visitors in attendance.
<br /> Mayor Holley recognized Boy.Scout M~mbe~s and Scout Leade!rs of
<br />Troop 233, Boy ScoUts of America, for their involvement in-Worlking
<br />for community service by cleaning up the debris on the Herman ISnell
<br />property at 2617 Barclay Avenue. The Mayor presented a mementb to
<br />each member for this accomplishment. !

<br /> 87-297 - A joint Public Hearing with the Commissioners ofl the
<br />Portsmouth Redevelopment and Housing Authority and the City Council
<br />for~the Purpose of: (A) to consider proposed Plan Amendments tO the
<br />CmaWford, Northside, Mount Hermon, Park View, Olde Towne, Trux~un,
<br />and Cradock Projects; and (B) to consider amendments to the PrOpose
<br />and Final Statements of Objectives and use of Funds and other !
<br />related notices respecting the 1987 Community Development Program
<br />was held with the following Commissioners present:

<br /> Gourdine, John G. Hatcher, Jr., P. Ward Robinett, Danny Cruce,
<br /> Executive Director, Gordon Wheatley, Director of Operations

<br /> "Tonight the Portsmouth Redevelopment & Housing AuthorityI
<br />loins City Council in providing an opportunity for public comment
<br />regarding two conservation issues. The items being consideredlthis
<br />evening include minor administrative amendments to
<br />servation projects and ame~iBg the 1987 Community Development!
<br />Statement of objectives to re-establish the Olde Towne Conservation
<br />Project. This Project wa.S inadvertently not included as a reh~bili
<br />tation project area in this year's CD Program :~

<br /> The Portsmouth Redevelopment & Housing Authority joins th~
<br />City in sharing responsibility for these initiatives. Chairma~

<br /> "Mr. Mayor and Members of Council, on behalf of the Boardlof
<br />Commissioners of the Redevelopment and Housing Authority, I wo~ld
<br />like to thank you for taking the time out of your busy schedules to
<br />hold this Joint Public Hearing. In furtherance of the goals fGr
<br />progress for the City of Portsmouth which were previously establish
<br />by Council, we are proposing amendments to several existing redevel
<br />merit project plans as well as amendments to three conservationI
<br />districts within the City of Portsmouth. We feel that these me
<br />will enable us to continue our efforts to enhance the overall
<br />of life for Portsmouth citizens as well as promote the physical
<br />appearance and image of the City. We will consider the comme~
<br />tonight at our next regularly scheduled Commissioners' Meetin
