Since 1970, the City Council has <br />consistently opposed any expansion of Craney Island as being detri- <br />mental to the economic health of this. City. Portsmouth should not <br />be expected to bear a disproportionate share of the burden of <br />supporting the harbor dredging program which directly benefits <br />every City in Hampton Roads. <br /> <br /> The City shauld once again express its opposition to any <br />extension of the Craneyl Island disposal area, especially any <br />extension to the west. A resolution to that effect has been prepar <br />and I recommend adoption." <br /> <br /> Robert H. Barnes, 5009 Greenbrook Drive, representing the <br />Merrifields Civic League, spoke in support of the resolution that <br />expresses opposition to the expansion of Craney Island as a disposa <br /> <br /> John Hollowell, M.D., 4745 River Shore Road, representing <br />Rivershore~Civic League, spoke in opposition to the expansion of <br />Craney Island as a disposal area, and offered Council support in <br />opposing this matter. He requested that Council members attend the <br />Aug. 6th meeting and provide a spokesman from the City. <br /> <br /> On motion of Mr. Simpson and seconded by Mr. Barnes, the <br />following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF <br />THE CITY OF PORTSMOUTH FO THE EXPANSION OR PROLONGATION <br />OF FHE USE OF.CRANEY ISLAND AS A DISPOSAL AREA. <br /> <br /> WHEREAS, the Army Corps of Engineers has served not~ce that in <br />zooperation with the Virginia Port Authority, it will conduct a <br />study to develop an environmentally and politically acceptable, <br />technically feasible, and economical long term plan for the disposa <br />of dredged materials from the Inner-Harbor area of Hampton Roads; <br />and <br /> <br /> WHEREAS, alternative plans which are under consideration inclu~ <br />the expansion of Craney Island as a disposal area; and <br /> <br /> WHEREAS, Craney Island is within the boundaries of the City of <br />Portsmouth and its ultimate development is vital to the economic <br />vitality of the City of Portsmouth and the Commonwealth of Virginia <br />and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has steadfastly <br />expressed by resolution its opposition to the expansion or unnecess <br />prolongation of the Craney Island disposal area. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that it steadfastly reiterates its opposition <br />to the expansion or unnecessary prolongation of the use of Craney <br />Island as a disposal area and expresses its intention to enunciate <br />its posit~on at such time and ~n such forums as appropriate. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager and City Attorney <br />are directed to monitor the study with full authority to take what- <br />ever steFs are necessary to express the Council' position at suab <br />time and in such forums as they deem appropriate and that the City <br />Clerk be, and she hereby is, directed to forward copies of this <br />Resolution to the appropriate authorities." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb Holley <br />Nays: None ' <br /> <br /> <br />
