~uly 28, 1987 87-328 Letter from the City Manager recommending adoption of a resolution approving amendment No. 1 to the Tru×tun Conservation Plan for the Truxtun Conservation Project. "As Council is aware, on July 14, 1987, a joint p was held with Portsmouth Redevelopment ~ Housing Authorit] an amendment to include Olde Towne Conservation District w~th the other thirteen Conservation areas ~n the City for low interest loans. Additionally, it makes minor amendments to several of the Redevelopment Plans. Attached are resolutions that are now necessary for the resul of the public hearing to be consumated. I, therefore, recommend adoption of these resolutions." On motion of Mr. Corprew and seconded by Mr. Barnes, that the following resolution was adopted, and by the following vote: "A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE TRUXTUN CONSERVATION PLAN FOR THE TRUXTUN CONSERVATION PROJECT. WHEREAS, this Council by resolution adopted June 9, 1981, approved a Conservation Plan for the Truxtun Conservation Project, Portsmouth, Virginia (Plan); and WHEREAS, there has been presented to this body for considera- tion and approval, a copy of an amended Plan for the project area, which Plan consists of 4 pages and 2 exhibits; and WHEREAS, Amendment No. 1 proposes to extend the periods of time during which the Plan will be effective; and WHEREAS, the Portsmouth Redevelopment and Hosuing Authority has resolved That this Amendment ms in the best interest of the City's renewal effort; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the HonBing and Community Development Act of 1974, as amended, including those prohibiting discriminatio~ because of race, age, color, creed, sex or national origin; and WHEREAS, in the judgement of this Council it is in the interest of the City and its inhabitants that the said Amendment is approved. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That Amendment Truxtun Conservation Project, having been considered, it is hereby found: No, 1 to the Conservation Plan for the duly reviewed and (a) That the objectives of the Truxtun Conservation Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 1 to the Plan for the project area meets the requirements of a plan for a conservation project pursuant to Chapter 1 of Title 36 o{ the Code of Virginia, 1950, as amended. 2. That Amendment No. i to the Truxtun Conservation Plan for the Truxtun Conservation Project, having been duly reviewed and considered, is hereby approved and the City Clerk is hereby direct¢ to file a copy of said Amendment with the minutes of this meeting.
