July 28, 1987 <br /> <br /> The City Manager gave a presentation on the 2.3 acres on <br />Sum~ers~Pl~e, and recommended that Council look into small <br />neighborhood park conzept, and so defer the decision on the propert <br />· n question. <br /> <br /> Bill Watson, 200 Gee Street, President, Highland Biltmore <br />Civic League, spoke on the purchase of the property by the City. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, that the City <br />Manager make a study of the neighborhood parks throughout the City <br />and a report be furnished. <br /> <br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, to suspend the <br />rules for Mr. Watson to speak, and was adopted by unanimous vote. <br /> <br />Mr. Watson spoke in favor of purchasing the property. <br /> <br />The motion of Mr. Barnes, was defeated by the following vote: <br /> <br />Ayes: Barnes <br />Nays: Corprew, Gray, Lucas, Simpson, Webb, Holley <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, that the <br />City Manager acquire the facility and property to be used for a <br />recreation center, and to review the open space needs in the other <br />communities, and a report be furnished, and was adopted by unanimou <br />vote. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas, directing <br />the City Manager to locate a piece of land in the Park Manor area <br />for purchase for a recreation facility; also include Westhaven, <br />Olive Branch, etc., and was adopted by unanimous vote. <br /> <br />REPORTS EROM THE CITY MANAGER <br /> <br /> 87-325 Letter from the City Manager recommending adoption <br />an ordinance to appropriate $86,400 from the Capital Improvement <br />Fund for monitoring and specifications for Civic Center asbestos <br />removal program. <br /> <br /> "the 1986-91 Capital Improvement Program authorized funds to <br />write specifications for removal of asbestos from the Civic Center <br />Recently, a selection committee interviewed five architectural and <br />engineering firms and recommended the selection of BCM Potomac, Inc <br />of Vienna, Virginia. In addition to writing specifications, the <br />scope of work will include the implementation of an asbestos opera- <br />tions and maintenance program, training of our maintenance employee <br />and conducting a quarterly air monitoring program in the Civic Cen~ <br /> <br /> This program is being established to ensure that asbestos in <br />the Civic Center does not cause any health problems. Continued <br />monitoring will provide for the safety of our employees and citize~ <br />The ultimate cost for specifications, monitoring and removal is <br />expected to exceed $2 million. In the upcoming Capital Imp <br />Program I will be recommending so you a schedule for removal. <br /> <br /> The project cost for this initial specifications and monitorin <br />phase is $8~,$00, including engineering costs and contingency. <br />The Director of General Services has recommended award of a contrac <br />to BCM Potomac, Inc. I concur zn that recommendation and request <br />that you apprcpriate the required funds." <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the follow- <br />ing ordinance was approved on first reading, and was adopted by <br />unanimous.vote: <br /> <br /> <br />
