July 28, 1987 <br /> <br />pay'able for a twelve (12) month period only. <br /> <br /> I recommend that Council adopt this motion and a refund be <br />granted." <br /> <br /> Motion of Mr. Simpson~and seconded by Mrs. Webb, that a refun~ <br />in the amount of ~91.67 (without interest) for a refund on a <br />certificate to operate taxicabs'~to Lyndell Johnson be granted, as <br />requested, and was adopted by unanimous vote. <br /> <br /> 87-337 Letter from the City Manager recommending adoption <br />a motion to refund Personal Property Taxes (with interest) as <br />follows: <br /> <br />a.) $ 67.86 to James C. Bell, Sr. <br />b.) $468.93 to Lone Star Industries, <br />c.) $ 66.56 so Edna T. Culpepper <br /> <br />Inc. <br /> <br /> "The Commissioner of Revenue is requesting a refund (with <br />interest) on 1987 Personal Property taxes to (see list above). <br /> <br /> I recommend that Council adopt this motion, and refunds be <br />granted." <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that the <br />refunds ~be granted (with interest), as requested, and was <br />adopted by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 8'7-338 Cameron C. Pitts, 4816 Mallard Crescent, Chairman of <br />Churchland Association Action Committee, expressed appreciationfor <br />recent action taken - adoption of resolution supportin~ the reloca <br />tion of the railroad track and establishing a task force. <br /> <br /> 87-339 Littleton Southall, 931 Vermont Avenue, <br />Progressive Civic League, spoke concerning the lease <br />Golf Course, and presented the following letter: <br /> <br />President of <br />of Bide-A-Wee <br /> <br /> "It is our understanding that in.the immediate future the <br />lease for the city owned property housing the Bide-A-Wee Golf <br />Course will be up for renewal. <br /> <br /> We, the members of the Central Civic Forum sincerely hope tha <br />as representatives of all tax paying citizens of Portsmouth you <br />will not continue to participate ~n any type of leasing arrangemenl <br />that discriminates against blacks and other minorities. Bide-A-We~ <br />Golf Course is located on public property and should be apublic <br />facility such as Sleepy Hole and City Park. <br /> <br /> We feel that Bide-A-Wee has been in the possession of private <br />hands long enough and should be returned for use by all citizens <br />of Portsmouth be they black, white, green or yellow. Signed by <br />Dianne Davis-Wagner, President of Central Civic Forum and Littleto~ <br />Southall, President, Progressive Civic League" <br /> <br /> Raleigh Harsley, 2124 Peach Street, Chairman of Civic Action <br />Committee, requested that the property be made available for public <br />use,when the lease expires on BiJe-A-Wee Golf Course. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Simpson, to go into <br />an executive session to discuss a legal matter, and was adopted by <br />unanimous vote. Council went into executive session a~ 9:08 p.m. <br /> <br />Council reconvened the meeting at 9:21 p.m. <br /> <br /> <br />
