July 28, 1987 WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discriminatior becgnae of race, age, color, creed, sex or national orlg~n; and WHEREAS, in the judgement of this Council it is in the of the City and its inhabitants that the said Amendment is apl NOW, THEREORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. %hat Amendment No. Plan for the Crawford Urban reviewed and considered, it 16 to the Conservation and Redevelo' Renewal Project, having been duly is hereby found: (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 16 to the Plan for the project area meets the requirements of a plan for an urban renewal project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended. 2. That Amendment No. 16 to the Crawford Conservation and Redevelopment Plan for the Crawford Urban Renewal Project, having been duly reviewed and considered, is hereby approved and the City Clerk is hereby directed to file a copy of said Amendment with the minutes Of this meeting." Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Nays: None 87-335 Letter from the City Manager recommending adoption o a motion to refund duplicate payment of Real Estate Taxes (without interest), as follows: a.) 2156.52 to Ronald Blicl b.) 2111.25 to Jefferson B. Brown c.) 2100.12 to Ruth E. Byrd d.) S 90.31 to Alexander T. Mayo, e.) 2 40.32 to Moore & Saunders Jr., et al "the City Treasurer is requesting refunds (without interest) for duplicate payment of Real Estate Taxes, (see list above). I recommend that this motion be adopted and the refunds granted." Motion of Mrs. Lnd~s an~ seconded by Mrs. Reb~, that the refund be granted (without interest), as requested, and was adopted by unanimous vote. 87-336 Letter from the City Manager recommending adoption of a motion to refund 291.67 (without interest to Lyndell Johnson for overcharge on Taxi Permit. "The Treasurer of the City of Portsmouth ~s requesting a refund on a certificate to operate taxicabs. The refund should be made to Lyndel] Johnson, 1233 Meadow Lake Rd., Virginia Beach, VA 23454 (permit #16). Mr. Johnson purchased his certificate for S100.00 on April 10, 1986. At that time, the instruction, indicating that the cost of the certificate was to be pro-rated monthly, had not been re- ceived by the City Treasurer's office. The correct amount due for the one month period according to the pro-rated schedule was 28.33. We, therefore, are requesting a refund of $91.67 without interest. The $100.00 annual fee is
