July 28, 1987 <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are <br />imposed by the provisions of the Housing and Community Development <br />Act of 1974, as amended, including those prohibiting discriminatior <br />becgnae of race, age, color, creed, sex or national orlg~n; and <br /> <br /> WHEREAS, in the judgement of this Council it is in the <br />of the City and its inhabitants that the said Amendment is apl <br /> <br /> NOW, THEREORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. %hat Amendment No. <br />Plan for the Crawford Urban <br />reviewed and considered, it <br /> <br />16 to the Conservation and Redevelo' <br />Renewal Project, having been duly <br />is hereby found: <br /> <br /> (a) That the objectives of the Crawford Urban Renewal <br />Project, Portsmouth, Virginia, can be better achieved by the <br />adoption of said Amendment to the Plan. <br /> <br /> (b) That Amendment No. 16 to the Plan for the project <br />area meets the requirements of a plan for an urban renewal project <br />pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, <br />as amended. <br /> <br /> 2. That Amendment No. 16 to the Crawford Conservation and <br />Redevelopment Plan for the Crawford Urban Renewal Project, having <br />been duly reviewed and considered, is hereby approved and the City <br />Clerk is hereby directed to file a copy of said Amendment with the <br />minutes Of this meeting." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, <br />Nays: None <br /> <br /> 87-335 Letter from the City Manager recommending adoption o <br />a motion to refund duplicate payment of Real Estate Taxes (without <br />interest), as follows: <br /> <br />a.) 2156.52 to Ronald Blicl <br />b.) 2111.25 to Jefferson B. Brown <br />c.) 2100.12 to Ruth E. Byrd <br />d.) S 90.31 to Alexander T. Mayo, <br />e.) 2 40.32 to Moore & Saunders <br /> <br />Jr., et al <br /> <br /> "the City Treasurer is requesting refunds (without interest) <br />for duplicate payment of Real Estate Taxes, (see list above). <br /> I recommend that this motion be adopted and the refunds <br />granted." <br /> Motion of Mrs. Lnd~s an~ seconded by Mrs. Reb~, that the refund <br />be granted (without interest), as requested, and was adopted by <br />unanimous vote. <br /> <br /> 87-336 Letter from the City Manager recommending adoption <br />of a motion to refund 291.67 (without interest to Lyndell Johnson <br />for overcharge on Taxi Permit. <br /> <br /> "The Treasurer of the City of Portsmouth ~s requesting a <br />refund on a certificate to operate taxicabs. The refund should be <br />made to Lyndel] Johnson, 1233 Meadow Lake Rd., Virginia Beach, VA <br />23454 (permit #16). <br /> Mr. Johnson purchased his certificate for S100.00 on April <br />10, 1986. At that time, the instruction, indicating that the cost <br />of the certificate was to be pro-rated monthly, had not been re- <br />ceived by the City Treasurer's office. <br /> The correct amount due for the one month period according to <br /> the pro-rated schedule was 28.33. We, therefore, are requesting <br /> a refund of $91.67 without interest. The $100.00 annual fee is <br /> <br /> <br />
