August 11, 1987 WHEREAS, the expansmon and development of Harper Road is deem- ed by the Council of the City of Portsmouth to be essential to future development in the Pinners Point area of the City; and WHEREAS, Harper Road qualifies for industrial access funds distributed by the State Department of Transportation. NOW, THEREFORE, BE IT RESOLVED that the Council of the City'of Portsmouth, Virginia, hereby endorses an application to the State Department of Transportation for industrial access road funds ~n the amount of $442,500.00 for reconstruction of Harper Road. BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward a copy of this resolution to the State Department of Transportation." Ayes: Barnes, Corprew~ Gray~ Lucas, Simpson, Webb, Holley Nays: None 87-354 Letter from the City Manager recommending adoption of a resolution requesting the School Board of the City of Portsmouth to provide a program on instruction on Acquired Immunodeficiency Syndrome. "As-'requested by City Council, attached aging the School Board to provide educat~on~_l Immunodeficiency Syndrome (AIDS). is a resolution encour programs on Acquired I recommend adoption of this resolution." On motion of Mrs. Lucas and seconded by Mr. Gray, the followin resolution was adopted, and by the following vote: "A RESOLUTION REQUESTING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH TO PROVIDE A PROGRAM OF INSTRUCTION ON ACQUIRED IMMUNODEFICIENCY SYNDROME. WHEREAS, Acquired lmmunodeficiency Syndrome (AID~) has become a national health problem; and WHEREAS, seven cases of AIDS have been identified in Portsmout resulting in death of five individuals; and WHEREAS, education of the citizens of the community is an essential factor in preventing this disease. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the School Board of the City of Ports- mouth is hereby requested to provide a program of instruction on Acquired Immunodeficiency Syndrome (AIDS). BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward a copy of this resolution to the Chairman of the School Board and Superintendent of the Portsmouth Public Schools.' .Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley Nays: None 87-355 Letter from the City Manager recommending adoption of a motion to transfer $35,815 from the Grants Contingency Account to continue the Victim Witness tssistance Program. "I have recently been notified by Mr. Ron Bell, Division Director of the Department of Criminal Justice Services, that the City has been awarded a grant to continue the Victim Witness Assistance Program.
