August 11, 1987 <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br /> 87-353 Letter from the City Manager recommending adoption of <br />resolution endorsing an application for industrial access road <br />funds in the amoun~ of $442,500 for reconstruction of Harper Road. <br /> <br /> "I am writing to recommend that City Council endorse the <br />attached application for $442,500 in'State industrial access funds <br />to reconstruct Harper Road in the znners Point seation of the City <br /> <br /> Harper Road is currently carrying an average of m~re tha~ <br />1,700 vehicies per day, bound primarily for the PortsmOuth Marine <br />Terminal (PMT) and Sea-Land Services. Twenty-five percent of the <br />daily traffic is composed of five axle tractors and sem~-trailers. <br />The road is in poor condition and is very narrow (18'-20'), am <br />especially hazardous condition considering the heavy t~uck traffic. <br /> <br /> Harper Road has never been improved to State Standards because <br />(1) it was primarily a secondary entrance for the port and (2) it <br />was located on an easement revocabIe by the Seabord Coastline Rail- <br />road, making it ineligible for State maintenance payments. Em <br />December, 1986, the City received a permanent roadway easemen~ as <br />part of a land sale to the railroad by the Portsmouth Port and <br />Industrial Commission. <br /> <br /> During 1986, Moon Engineering Company and Crofton Diving Com- <br />pany opened their headquarters along Harper Road investing a total <br />of both companies have approached us with concern over the road's <br />dangerous condition. <br /> <br /> With the increasing traffi~ along Harper Road, the location <br />of two significant new businesses, and the upcoming marketing of <br />Scott's Creek, improvement of the road is now necessary. Initial <br />discussions with the State Highway Department <br /> staff indicate that <br />industrial access funds offer a potential source of funding for a <br />large port~on of the road project. <br /> <br /> The Engineering Department has developed a preliminary cost <br />estimate of $585,000 to totalIy reconstruct Harper Road. The pro- <br />ject appears to be eligible for a maximum of $442,500 in State <br />industrial access funds. The City's share would be $1~2,500 to <br />match the State funds. <br /> <br /> The City Attorney's office has prepared~the attac~ed resoluti~ <br />· n support of the application, and I recommend that City Council <br />endorse the resolution." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, ~he following <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION ENDORSING AN APPLICATION TO THE STA~E <br />DEPARTMENT OF TRANSPORTATION FOR INDUSTRIAL ACCESS <br />ROAD FUNDS IN THE AMOUNT OF $442,500.00 FOR RECON- <br />STRUCTION OF HARPER ROAD. <br /> <br /> WHEREAS, Harper Road presently serves the Portsmouth Marine <br />Terminal, Sea-Land Services and private industrial developments <br />along Scott's Creek; and <br /> <br /> WHEREAS, a permanent easement has recently been o~tained <br />CSX Railroad which would permit expansion and improvement of <br />Road ~o serve existing industrial interests:and~-propert <br />being marketed through the Portsmouth Port and Industrial <br />and <br /> <br /> <br />
