<br /> This program, which is administerd by the Commonwealth's
<br />Attorney's Office, is an integral part of Portsmouth's criminal
<br />justine system. Not only does it improve the efficiency and effec-
<br />tiveness of the criminal justice process, but it also provides di-
<br />rect aid for victims and witnesses when they need it. The services
<br />include information about the dispositions to all witnesses and
<br />victims, compensation, transportation, escort services, parking,
<br />crisis intervention and counseling, child care, referral services
<br />and educational presentations and tours of Portsmouth's Court syste'
<br />
<br /> The grant award of $35,81S represents 100% federal funding and
<br />no local match is required. I recommend your acceptance of this
<br />award and the transfer of $35,815 from the Grants Contingency
<br />A~codn~o.operate the program."

<br /> Motion of Mr. Simpson and seconded by Mrs. Webb, that authori-
<br />zation be granted to transfer $35,815 from the Grants Contingency
<br />Account, as requested, and was adopted by unanimous vote.

<br /> 87-356 Letter from the City Manager recommending adoption of
<br />a motion refunding $30.36 (without interest) to Alfred L. Taylgr,
<br />Jr., for Personal Property Taxes.

<br /> "The Commissioner of Revenue is requesting a refund on 1987
<br />Personal Property of $30.26, without interest, to Alfred L. Taylor,
<br />Jr., P. O. Box ?22, Portsmouth, Virginia 23704.

<br /> Mr. Taylor was over assessed on his vehicle. The vehicle
<br />in question has a diesel engine, which requires a lower assessment.

<br /> I recommend that Council adopt this motion, and refund be
<br />granted."
