February 28, 2012 <br />Hampton Roads Transportation Planning Organization <br />Charles B. Whitehurst, Sr. to be appointed as Alternate Member. <br />Motion by Mr. Moody, and seconded by Mr. Cherry, to close nominations, and <br />the above nominations were adopted by the following vote: <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br />12 - 86 -Items Submitted by Council Members <br />- Mayor Wright asked that citizens participate in the Healthy Portsmouth Initiative <br />which will keep off Saturday, April 7, 2012 in Port Norfolk from 11 am - 3 pm. He <br />also informed citizens of the Walk and Talk with the Mayor Initiative and suggested <br />that City Council meet with Civic Leagues within the City to walk and talk to get the <br />communities involved in the Healthy Portsmouth Initiative. <br />- Mayor Wright informed citizens and City Council of his visits with several elementary <br />schools in the City. <br />• Adoption of a resolution concerning the imposition of tolls on the <br />Downtown tunnel and Midtown tunnel. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION CONCERNING THE IMPOSITION OF TOLLS ON THE DOWNTOWN <br />TUNNEL AND THE MIDTOWN TUNNEL. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that: <br />1. The City Council is opposed to the imposition of tolls on the Downtown Tunnel <br />and the Midtown Tunnel. <br />2. All members of the Portsmouth delegation are hereby called upon to vote <br />against Governor McDonnell's proposed budget unless and until the Governor agrees to <br />abolish the tolls and replace them with a more equitable means of funding by the state. <br />3. All citizens of Portsmouth are hereby urged to communicate to the Governor <br />and all members of the General Assembly their opposition to tolls, by letter, <br />electronically, and in person through visits to the General Assembly and the Governor's <br />Office." <br />1. Dr. Michael Buxton, 317 Thelmar Lane, spoke in opposition to the tolls. <br />2. Glenna Cornett, 201 Thelmar Lane, spoke in opposition to the tolls. <br />3. Debbie Childs, 317 Thelmar Lane, spoke in opposition to the tolls. <br />4. Charles Greenhood, 467 Court Street, spoke in opposition to the tolls. <br />5. Terry Danaher, 413 Dinwiddie Street, spoke in opposition to the tolls. <br />6. Kevin Kelly, 4404 Southampton Arch, spoke in opposition to the tolls. <br />7. Steve Carroll, 3112 Riveredge Drive, spoke in opposition to the tolls. <br />8. Joy Dean, 4418 N. Highgate Circle, spoke in opposition to the tolls. <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br />
