439 <br /> <br />August 25, 1987 <br /> <br /> "State. code permits the governing body of cities to authcrize <br />the acceptance of credit cards for the payment of taxes. Usually <br />~adors acceptxng payment by credit card are required to pay <br />service charges based on a percentage of the tota~ transaction. <br />The State Code however, provides that the City may accept payment <br />by credit card and pass the service charge on to the individual <br />taxpayer. The amount of the service charge is limited to 4% of the <br />tax, penalty and interest that is paid, but also may not exceed the <br />cost charged to the City. <br /> <br /> The City Treasurer has recommended that the City establish a <br />credit card system. Such a credit card system would be made avail- <br />able to the treasurer and the Delinquent Tax Collector for use by <br />taxpayers to pay City taxes. This would bz an additional option <br />for means of paying taxes and therefore, I recommend the City Counc <br />approve the enclosed ordinance permitting such a system. <br /> <br /> In order to xmplement a credit card system we will need to <br />execute a credit card participation agreement with a financial <br />institution to be selected. If Council approves this ordinance, I <br />will have the Director of Finance solicit proposals in accordance <br />with the City's prescribed procurement requirements. When the <br />proposals are returned and selection is made the service will <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Simpson, the follo~ <br />mng ordinance was adopted on first and final reading, and by the <br />following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, 1975, AS, AMENDED, BY ADDING <br />THERETO SECTION 35-9 PERTAINING TO PAYMENT OF TAXES BY <br />USE OF CREDIT CARD." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br /> 87-376 Letter from the City Manager recommending adoptien of <br />a motion no transfer $8,558 from the Grants Contingency Account <br />to support the 20th Annual Statewide Training Institute sponsored <br />by the Virginia Juvenile Officers Association. <br /> <br /> "I am pleased to announce that Mr. Richard Harris, Director <br />of the Department of Criminal Justice Services, has granted the <br />City an award of $8,558.00. This award will be used to support <br />the 20th Annual Statewide Training Institute, sponsored by the <br />Virginia Juvenile Officers Association (VJOA). <br /> <br /> The Institute will provide specialized training to approximate <br />300 professionals in the field of juvenile corrections. The purpos <br />of the training is to upgrade personnel, increase productivity and <br />examine new methods for serving clients. Ms. Amanda Wimberly, <br />staff member of Portsmouth's Juvenile Court Services Unit, and <br />current President of the VJOA, will be organizing and directing the <br />conference activitiss. <br /> <br /> The total gran~ award of $8,558.00 represents 100% federal <br />funding and no local match is required. I rezommend approval of <br />the project and the transfer of $8,558.00 from the Grants Contin- <br />gency Account to support the conference." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that authoriza- <br />tion be gr,anted to transfer $8,558.00 from the Grants Contingency <br />Account, as requested, and was adopted by unanimous vote. <br /> <br /> 87-33- Letter from the City Manager recommending adoption of <br />a motion refunding $359.52 (without interest) to Jon~s g Quayle for <br />duplicate payment of Real Estate Taxes. <br /> <br /> <br />
