448 <br /> <br />September 8, 1987 <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Simpson, the follo' <br />ing resolution was adopted and by the following vote: <br /> <br /> "A RESOLUTION CERTIFYING THE USE OF $442,500,00 OF INDUSTRIAL <br /> ACCESS ROAD FUNDS FOR THE RECONSTRUCTION OF HARPER ROAD. <br /> <br /> WHEREAS, by resolution adopted August 11, 1987, the City of <br />Portsmouth requested funding from the Virginia Department of <br />Transportation in the amoun~ of $442,500~0Q~ ~ Industrial Acc~$~ . <br />Road Funds for reconstruction of Harper Road; and <br /> <br /> WHEREAS, the Virginia Department of Transportation has request~ <br />certification that the funds, if approved, will not be applied to <br />the acquisition of right-of-way or the relocation of utilities; <br />and <br /> <br /> WHEREAS, the right-of-way for the improvements to Harper Road <br /> ~as been secured from CSX Transportation, Inc., at no cost; and <br /> <br /> WHEREAS, the utility relocation has been completed with funds <br /> from an Economic Development Administration grant and City funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the C~u~cil of ~he City of <br />Portsmouth, Virginia, that it hereby certifies to the Virginia <br />Department of Transportation that the use of $442,500,00 of <br />Industrial Access Read Funds shall be for the reconstruction of <br />Harper Road." <br /> <br /> Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br /> Nays: None <br /> <br /> 87-393 Letter from the City Manager recommending adoption of <br />a resolution authorizing the City Manager to convey City-owned <br />property on Industrial Avenue and Lee Avenue to the Virginia Port <br />Authority. <br /> <br /> "I am writing to recommend {hat ~ity Council authorize sal~ of <br /> 18 parcels of City owned property on Industrial and Lee Avenues to <br /> the Virginia Port Authority (VPA). A complete parcel listing and <br /> a letter of interest from Mr. G. H. Stoud, Deputy Executive Directo~ <br /> of the VPA, are attached for your information. <br /> <br /> This property is within the VPA area covered by a City-VPA <br /> Memorandum of Intent, thus making it proper to permit sale to VPA. <br /> The Director Of Economic Development has reviewed this property <br />iWith the City Assessor as to its value. As assessed in {~d~i~ua'l~ <br /> residential lots, the total value of the land and buildings is <br /> $108,366. Both of these Departments are of the opinion, however, <br /> that the property should be conveyed at its fair value if assembled <br /> and available for development under its current zoning. This value <br /> is $89,712 (1.373 acres x $65,340/acre). I concur with this value. <br /> The City ~ttorney's office has prepared the attached resolutio! <br /> authorizing sale of the property to VPA, and I recommend City <br /> Council's approval." <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that the matte <br /> be deferred until the meeting of October 13, 1987, and was adopted <br /> <br />by unanimous vote. <br /> <br /> 87=394 Letter from the <br />a motion to transfer $102,000 <br />for Fire Program's Fund. ~ ~ <br /> <br />City Manager recommending adoption of <br />from the Grants Contingency Account <br /> <br /> "The 1987 Fire Program's. Fund provides funds for improving <br />fire service operations. The Virginia Fire Services Board takes <br />the position that firefighter safety is the first priority for <br />which funds distributed to localities should be used. I am pleased <br />that the Virginia Fire Services~Board has granted the City an award <br /> <br /> <br />
