This use permit is approved subject to the following <br />zonditi6ns: <br /> <br /> (a) The facility shall be limited to <br />)ight (28) residents at any one time; <br /> <br />a maximum of twenty- <br /> <br /> (b) A standard site improvement plan <br />to the Department of Engineering and Technical <br />and approval; <br /> <br />shall be submitted <br />Services for review <br /> <br /> (c) The applicant shall comply with all applicable codes, <br />ordinances, policies and regulations of federal, state and local <br />governments." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle- <br />Nays: None <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 87-391 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $60,000 from the Capital Improvement <br />Fund to purchase property at 242 Elm Avenue for use as a transition- <br />al group home by mentally retarded adults. <br /> <br /> "The 1986-91 Capital Improvement Program authorizes $60,000 to <br />purchase a residence on Elm Avenue for use as a group home for <br />mentally retarded adults, the home will be a transitional facility <br />designed to teach clients the skills they need to live independentl' <br />in the community. This arrangement will lessen the burden of publii <br />support in the long run by removing from institutions those individ <br />uals who are able to le~d productive lives independently. The <br />Community Services Board will lease the home from the City. <br /> <br /> The Executive Director of the Sommunity Services Board is pre- <br />pared to proceed with this project and he has requested that the <br />necessary funds be made available. It is anticipated that $60,000 <br />will be needed to cover the purchase price and associated expenses. <br />I concur ~with the r~quest of the_.Community Services Board, and <br />therefore request that you approve an appropriation of $60,000 and <br />authorize me to sign the contract." <br /> <br /> On motion of ~lrs. Webb and seconded by Mr. Simpson, the follow <br />mng ordinance was approved on first reading; authorization granted <br />~o sign the contract, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR PURCHASE OF PROPERTY AT 242 ELM <br />AVENUE FOR USE AS A TRANSITIONAL GROUP HOME FOR MENTALLY <br />RETARDED ADULTS." <br /> <br /> 87-392 Letter from the City Manager recommend5ng adoption of <br />a resolution certifying the use of $442,500 of Industrial Aceess <br />Road Funds for the reconstruction of Harper Road. <br /> <br /> "On August 11, 1987 City Council approved a request for <br />Industrial Acdess Road Funds to upgrade Harper Road. The Virginia <br />Department of rransportation has requested a specific certification <br />that the Stare funds will nor be used to purchase right of way or <br />to adjust utilities. All of the City's projections have been based <br />upon this understanding and, therefore, I recommend that the City <br />Council approve the resolution certifying the use of Industrial <br />Access Road Funds.' <br /> <br /> <br />
