This award will be used to improve fire protection <br />and services to the citizens of Portsmouth as indicated on the <br />attached listing. <br /> <br /> I, therefore, recommend approval of the project and transfer <br />of $102,000 from the Grants Contingency Account to support this <br />program." <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, that autho <br />zation be granted to transfer $102,000 from the Grants Contingency <br />Account,,as requested, and was adopted by unanimous vote. <br /> <br /> 8?-395 Letter from the City Manager recommending adoption <br />of a motion to transfer $18,960 from the Grants Contingency Account <br />for the Help & Emergency Response (HER) Shelter. <br /> <br /> "I have recently been notified by Mr. Neal Barber, Director <br />of the Virginia Department of Housing & Community Development, of <br />a grant of $9,480 for the Help g Emergency Response (HER) Shelter. <br />As you may recall, you authorized the submission of th2s grant <br />request in April, 1987. <br /> <br /> The grant funds will be used to improve the shelter, includin <br />the repair of the plumbing; replacement of drywalls; and the <br />purchase of some yard equipment and household tools. <br /> <br /> The Emergency Shelter Care Grant Program will provide <br />$9,480 in state funds for the project, and the HER Shelter will <br />~rovide $9,480 as the required 50% in-kind match from the Shelter' <br />operating budget. The City ~s not obligated for any of the projec <br />COSTS. <br /> <br /> I recommend approval of this grant award and the transfer.of <br />$18,960 £rom the Grants Contingency Account to support this pro <br /> <br /> Vice Mayor Webb stated she would abstain from voting on the <br />item, as she is on the HER Board. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, that authoriza- <br />tion be granted to transfer $18,960 from the Grants Contingency <br />Account, as requested, and was adopted by 6-0-1 (Webb-abstaining) <br />vote. <br /> <br /> 87-396 Letter from the City Manager recommending adoption of <br />a motion to refund Real Estate Taxes in the amount of $16.64 <br />(with interest) to Reverend J. and Equillia H. Leathers, Sr. <br /> <br /> "The City Assessor is requesting a refund of $16.64 (with <br />interest) to Reverend J. and Equillia H. Leathers, Sr., 19 River- <br />view Avenue, Portsmouth, Virginia 23704. The dwelling had been <br />erroneously assessed as having central air conditioning which <br />resulted in the overassessmen~ of the property. The refund is for <br />the Real Estate Taxes assessed and paid in error for the fiscal <br />year 1986-87. <br /> <br /> I recommend that this motion be adopted and the refund be <br />granted." <br /> <br /> Motion of Mrs. Webb and seconded <br />refund be granted (with interest), as <br />by unanimous vote. <br /> <br />by Mr,.Simpson, that the <br />requested, and was adopted <br /> <br /> 87-397 Letter from the City ManaEer recommending adoption <br />of a motion to refund $1,044.25 (without interest) to Olde Towne <br />Pantry, Ltd., for ~estaurant Food Tax. <br /> <br /> <br />
